SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ACCEPT a$60,000 planning grant from the Metropolitan Transportation Commission for use in
Bay Point;
AUTHORIZE the Community Development Director to execute a grant contract with the
Metropolitan Transportation Commission for up to $60,000;
AUTHORIZE the Community Development Department to issue a request for proposals for a
transportation consulting firm to assist in the planning effort; and
DIRECT staff of the Community Development Department, Public Works Department,
Employment and Human Services Department and Health Services Department to participate in
the planning effort.
FISCAL IMPACT
NONE to the General Fund. The $60,000 planning grant from the Metropolitan Transportation
Commission will finance the planning effort. No matching funds are required.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Bay Point is one of about 25 communities in the Bay Area selected by the Metropolitan
Transportation Commission (MTC) for its "Community-Based Transportation Plan" program.
The program focuses on minority and low-income areas and works with the communities to
identify transportation needs and develop solutions for them.

RECOMMENDATION:
A. Approve and Authorize the Health Services Director, or his designee, to develop and transmit an
application along with the necessary certification and assurances to the Contra Costa County
Community Development Block Grant (CDBG) for the operation of the Adult Interim Housing Program.
B. Authorize the Director of Health Services or his designee to accept, if awarded, up to $100,000 in
Contra Costa County CDBG funding and enter into a contract with the County Community
Development Department to perform all responsibilities in relationship to receipt of the funding and
contracted provisions for FY 2006 - 2008.
FISCAL IMPACT:
The funds requested of the County CDBG are for atwo-year period and are essential to providing
adequate emergency housing and supportive services to individuals year-round. No additional
County funds required.
BACKGROUND:
The Health Services Department seeks funding to operate the Adult Interim Housing Program
(emergency shelter) at full capacity on a year-round basis. Each year, the shelters provide interim
housing and support services to over 800 individuals per year. The Community Development Block
Grant program, funded by the U.S. Department of Housing and Urban Development, is a source of
public funding providing valuable housing and service benefits to homeless persons of Contra Costa
County. Without such funding, the emergency shelter program may have to operate at a reduced
capacity.

RECOMMENDATION:
A. Approve and Authorize the Health Services Director, or his designee,to develop and
transmit an application for funding in the amount of$60,000 along with the necessary
certification and assurances to the Federal Emergency Management Agency(FEMA) for the
operation of the Emergency Shelter Program for Adults and Calli House Emergency Shelter
Program for Youth.
B. Authorize the Director of Health Services or his designee to accept up to $60,000 in
FEMA funding and enter into a contract with FEMA to perform all responsibilities in
relationship to receipt of the funding and contracted provisions for CY 200 ,
FISCAL IMPACT:
The funds requested of the FEMA Phase 24 is essential to providing adequate emergency
housing and supportive services to individuals. If funded at the full request, FEMA will help
to support over 1800 bed nights at the year-round adult shelters and over 800 bed nights at the
youth shelter. No additional County funds are required.

Emergency Shelter for Adults
There is continuing concern about the lack of emergency shelter services for homeless men and
women. With nearly 200 calls per month from men and women needing shelter, it is critical
that we maintain services at their current levels. FEMA funds would be instrumental in
helping us accomplish that goal.
Calli House: Emergency Shelter for Youth
The County Homeless Program opened the first homeless shelter for youth of its kind in April 2002.
Since that time, youth shelter program has served over 320 youth ages 12 to 21. Youth over the age of 18
reside at the West County Emergency Shelter and receive case management and other services during the
day at Calli House. Calli House provides a youth-friendly environment with age-specific case management
and other supportive services aimed at assisting the youth to exit the streets,

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, MD) to
execute on behalf of the County, Contract Agreement #28-702-5 '(#06-009) with the First 5 Contra
Costa Children and Families Commission, to pay County an amount not to exceed $457,320, for
provision of the Home Visiting Program, for the period from July 1,2005 through June 30,2006.
FISCAL IMPACT:
This agreement will result in $457,320 from the First 5 Contra Costa Children and Families
Commission for the Home Visiting Program. No County funds are required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The First 5 Contra Costa Children and Families Commission has adopted a Home Visiting strategy
which has been developed through extensive collaboration and planning with representatives of nine
home visiting programs in Contra Costa County. The goal of the Home Visiting Program plan is to
assure that children, ages 0-5, in our communities are healthy and have access to quality preventive
well-child primary care.
On September 21, 2004, the Board of Supervisors approved Contract #28-702-3 (as amended by
Amendment Agreement #28-702-x) with First 5 Contra Costa Children and Families Commission,
for the period from July 1, 2004 through June 30, 2005. Approval of Contract#28-702-5 will allow
the continuation of the Home Visiting Program through June 30,2006.
Three certified sealed copies of the Board Order should be returned to the Contracts and Grants Unit.

The Contra Costa Children & Families Commission, in collaboration with the County's Family, Maternal
and Child Health Programs will coordinate and administer the Tobacco Education Project to support healthy
home and community environments free of tobacco smoke and substance abuse by family members. This
Project will coordinate existing tobacco cessation efforts and develop collaborative countywide efforts to
reduce environmental tobacco smoke exposure among children,ages 0-5.
On September 21, 2004, the Board of Supervisors approved Contract #28-704-2 with First 5 Contra Costa
Children & Families Commission, for the period from July 1, 2004 through June 30, 2005. Approval of
Contract#28-704-3 will allow the continuation of the Tobacco Education Project,through June 30,2006.
