COSTA DATE: December 6 2005 COUNTY SUBJECT: Adopt P300#19997 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Position Adjustment Resolution No. 19997 adding five (5) Social Service Program Assistant, one (1) Clerk- Senior Level and one (1) Clerk-Specialist Level positions in the Employment and Human Services Department as recommended by the Human Resources Director. ANNUAL & FISCAL IMPACT: The total annual cost of these positions is $473,052.. The total cost for FY 05/06 is $315,368. Net County Cost is $21,840. Net County Cost for FY 05/06 is $14,560. State and federal revenues under the CaIWORKS program will fund these actions. BACKGROUND: The Department is requesting the addition of five SS Program Assistant positions to be assigned to the CaIWORKS/Welfare to Work Program in Delta Fair Boulevard office in Antioch. Two of the positions are to be assigned to the Intake Unit to cover the increase in intake appointments and to determine initial eligibility for clients. The remaining three positions are to be assigned to process the very high caseloads that have resulted in the Antioch area and to assist with the manual correction of cases that were not converted correctly with the automated transfer of cases from CDS/GIS systems to the new CaIWIN system. The Clerk- Senior Level position is to be assigned to the reception area at the Delta Fair Blvd. office in Antioch. Due to delay in the amount of time participants are waiting to be seen because of an increased number of participants utilizing services based on continued population growth in East County, the services of a Senior Level Clerk is warranted. The Clerk— Specialist Lead Level position is to be assigned to the reception area at the Delta Fair Blvd. office in Antioch. Due to the upcoming remodel of the reception area in January 2006, the Clerical Supervisor will be involved in meetings and will often be unavailable so this position will provide lead direction to clerical staff, assist in the day-to-day operation and training of clerical staff, and will provide backup coverage when necessary. CONSEQUENCE OF NEGATIVE ACTION:, If this action is not approved, the Employment and Human Services Department may experience delays in services to CaIWORKS/Welfare to Work program participants.
