FISCAL IMPACT NONE from adopting the goals. If some of the goals are successfully pursued,there could be more state funding available for transportation improvements in Contra Costa County and elsewhere. BACKGROUND/REASONS FOR RECOMMENDATIONS Each year the Board of Supervisors adopts a set of goals for transportation-related legislative advocacy for the coming year.The Board's Transportation,Water and Infrastructure Committee and staff work with the County's legislative advocacy firm on transportation, to try to attain the legislative goals. In some cases the goals may lead to the County's sponsorship of legislation, while in other cases the goals serve as a framework for the County to take positions on bills sponsored by others. Exhibit A provides goals for the 2006 state legislative session as reviewed and recommended by the Committee. The goals for 2006 are based on those from 2005 with a few changes for brevity. Specifically, a legislative objective for improving the safety of students walking and bicycling to school has been added to goal#3(the transportation safety goal)rather than being a separate goal of its own,as it was in 2005;and the concept of traffic-calming also been added to the safety goal rather than being a goal of its own.The only other recommended change for 2006 is that airports have been added to goal#8,which previously listed maritime ports and rail yards but did not include airp rt rts%. The County's federal transportation platform generally focuses on earmark requests for specific transportation projects, rather than legislative goals. Such requests will be part of the federal legislative platform which will be brought to the Board of Supervisors by the County Administrator. Exhibit B provides a list of all of the state bills on transportation on which the Board of Supervisors adopted a position in 2005,and the status of those bills.As the table indicates, County-supported efforts succeeded in 2005 on design-build contracting (S13 287), counties'joint-development rights with BART(AB 1170),and the Bay Bridge resolution.On the other hand,S13 3,aCounty-sponsored bill to create adouble-fine zone on Vasco Road, faced a veto by the Governor(along with other double-fine zone bills from around the state) and was withdrawn by Senator Torlakson from the Governor's desk before it was vetoed. The Transportation,Water and Infrastructure Committee was informed by a representative of Smith Watts Co.at its November 14 meeting that Senator Torlakson intends to resubmit the Vasco Road bill in the 2006 session.Smith Watts is the County's legislative advocate for transportation in Sacramento. SUPPORT regional coordination in 2a)Improve coordination and delivery of transit and paratransit service, addressing transportation needs. 2b)Improve coordination of rail services throughout Contra Costa County 2c) Seek mitigation of casinos' traffic impacts through the state tribal compact negotiation process. 3.SUPPORT efforts to improve safety 3a)Support New and expanded programs that improve safety for bicyclists,pedestrians throughout the transportation system and wheelchair users(including awareness and education programs as well as infrastructure improvements for safety) 3b)Support Measures to improve safety on high-accident transportation facilities,such as establishing adouble-fine zone on Vasco Road. 3c)Support Measures to improve the effectiveness of the statewide traffic accident database,such as including Global Positioning System(GPS)location data for every reported accident,to assist in safety analysis and planning. 3d)Provide safer access for walking and bicycling to school,including routes to school, crossing guards and other items. 3e)Limit or eliminate public liability for installing traffic-calming devices on residential neighborhood streets 4.SUPPORT efforts to advance inter- 4a)Foster multi-agency participation in moving forward with the Brentwood-Tracy regional corridor improvements.
