SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand)to execute on behalf of the County,Novation Contract#74-106-6 with Adolescent Treatment Centers,, Inc., anon-profit corporation, in an amount not to exceed $360,,0725 to provide Day Rehabilitation and Mental Health services for Seriously Emotionally Disturbed Dually-Diagnosed Adolescents at its Thunder Road Facility for the period from July 1, 2005 through June 30, 2006. This Contract includes asix-month automatic extension through December 3 1, 2006,in an amount not to exceed$180,0361. FISCAL IMPACT: This Contract is funded 50%by Federal Medi-Cal Revenue(FFP)and 50%by State EPSDT, CHILDREN'S IMPACT STATEMENT: This Early and Periodic Screening,Diagnosis, and Treatment(EPSDT)program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and Youth Self Report(YSR). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides intensive day treatment and mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. On July 20, 2004, the Board of Supervisors approved Contract #74-106-4 (as amended by Contract Amendment Agreement#74-106-5)with Adolescent Treatment Centers,Inc., for the period from July 1,2004 through June 30, 2005 (which included asix-month automatic extension through December 31, 2005), for the provision of Day Rehabilitation and Mental Health services for Seriously Emotionally Disturbed Dually- Diagnosed Adolescents at its Thunder Road Facility. Approval of Novation Contract #74-106-6 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2006. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): On January 14, 1997, the Board of Supervisors adopted Resolution#97/17, authorizing the Health Services Director to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental health specialty services. Responsibility for outpatient mental health specialty services involves contracts with individual, group and organizational providers to deliver these services. Under Contract #74-225-93, the Contractor will provide Medi-Cal mental health- specialty services through June 30,2007. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides amulti-disciplinary treatment program as an alternative to hospitalization for minors who need active psychiatric treatment for acute mental, emotional or behavioral disorders. On July 13, 2004, The Board of Supervisors approved Contract #74-142-4 with Seneca Residential and Day Treatment Center, Inc. for the period from July 1, 2004 through June 30, 2005, for the provision of residential intensive day treatment services at County's Oak Grove Community Treatment Facility. On July 20,2004,the Board of Supervisors approved Interagency Agreement#74-193-2 with Mount Diablo Unified School District, for the period from July 1, 2004 through June 30, 2005, (which included asix-month Automatic Extension through December 31, 2005) for the provision of wraparound services for Seriously Emotionally Disturbed(SED) children and their families'. Approval of Novation Interagency Agreement #74-193-3 replaces the Automatic Extension under the prior Agreement, and allows Agency to continue providing services through June 30,2006. Approval of Novation Contract#74-210-2 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2006.
