SUBJECT: Approval of Novation Contract#7 106-6 with Adolescent Treatment Centers,Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand)to execute on behalf of
the County,Novation Contract#74-106-6 with Adolescent Treatment Centers,, Inc., anon-profit corporation,
in an amount not to exceed $360,,0725 to provide Day Rehabilitation and Mental Health services for Seriously
Emotionally Disturbed Dually-Diagnosed Adolescents at its Thunder Road Facility for the period from July 1,
2005 through June 30, 2006. This Contract includes asix-month automatic extension through December 3 1,
2006,in an amount not to exceed$180,0361.
FISCAL IMPACT:
This Contract is funded 50%by Federal Medi-Cal Revenue(FFP)and 50%by State EPSDT,
CHILDREN'S IMPACT STATEMENT:
This Early and Periodic Screening,Diagnosis, and Treatment(EPSDT)program supports the following Board
of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are
Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families". Expected program outcomes include an increase in positive social and emotional
development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and Youth
Self Report(YSR).
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides intensive day treatment and
mental health services to adolescents with emotional and behavioral problems to improve school performance,
reduce unsafe behavioral practices, and reduce the need for out-of-home placements.
On July 20, 2004, the Board of Supervisors approved Contract #74-106-4 (as amended by Contract
Amendment Agreement#74-106-5)with Adolescent Treatment Centers,Inc., for the period from July 1,2004
through June 30, 2005 (which included asix-month automatic extension through December 31, 2005), for the
provision of Day Rehabilitation and Mental Health services for Seriously Emotionally Disturbed Dually-
Diagnosed Adolescents at its Thunder Road Facility.
Approval of Novation Contract #74-106-6 replaces the automatic extension under the prior Contract and
allows the Contractor to continue providing services through June 30,2006.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract#74-225-93 with Dawn Henson, MFT, aself-employed individualin
an amount not to exceed $50,000, to provide Medi-Cal mental health specialty services, for the
period from December 1,2005 through June 30,2007.
FISCAL IMPACT:
This Contract is funded by 49% State and 5 1% Federal FFP Medi-Cal Funds.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On January 14, 1997, the Board of Supervisors adopted Resolution#97/17, authorizing the Health
Services Director to contract with the State Department of Mental Health to assume responsibility
for Medi-Cal mental health specialty services. Responsibility for outpatient mental health
specialty services involves contracts with individual, group and organizational providers to
deliver these services.
Under Contract #74-225-93, the Contractor will provide Medi-Cal mental health- specialty services
through June 30,2007.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract#74-142-5 with Seneca Residential and Day Treatment Center, Inc., a
non-profit corporation, in an amount not to exceed $354,118, to provide residential intensive day
treatment services at County's Oak Grove Community Treatment Facility for the period from July 1,
2005 through June 30,2006.
FISCAL IMPACT:
This Contract is 50%Federal Medi-Cal and 50%State EPSDT funded.
CHILDREN'S IMPACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors' community outcomes:

BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides amulti-disciplinary
treatment program as an alternative to hospitalization for minors who need active psychiatric
treatment for acute mental, emotional or behavioral disorders.
On July 13, 2004, The Board of Supervisors approved Contract #74-142-4 with Seneca Residential
and Day Treatment Center, Inc. for the period from July 1, 2004 through June 30, 2005, for the
provision of residential intensive day treatment services at County's Oak Grove Community
Treatment Facility.
Approval of Contract #74-142-5 will allow the Contractor to continue providing services through
June 30,2006,

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Interagency Agreement #74-193-3 with Mount Diablo Unified
School District, a government agency, in an amount not to exceed $190,000, to provide wraparound
services for Seriously Emotionally Disturbed (SED) children and their families for the period from
July 1, 2005 through June 30, 2006. This Contract includes asix-month automatic extension in an
amount not to exceed$95,000,through December 31,2006.
FISCAL IMPACT:
This Agreement is funded 50%by Federal Medi-Cal Funds,47%by State EPSDT funds, and 3%by
Mental Health Realignment.

facilitators and other wraparound services to families of children with serious emotional and
behavioral disturbances; facilitates multi-agency collaborative service delivery; and minimizes the
need for crisis services and involvement with the Juvenile Justice System.
On July 20,2004,the Board of Supervisors approved Interagency Agreement#74-193-2 with Mount
Diablo Unified School District, for the period from July 1, 2004 through June 30, 2005, (which
included asix-month Automatic Extension through December 31, 2005) for the provision of
wraparound services for Seriously Emotionally Disturbed(SED) children and their families'.
Approval of Novation Interagency Agreement #74-193-3 replaces the Automatic Extension under
the prior Agreement, and allows Agency to continue providing services through June 30,2006.

County, Novation Contract #74-210-2 with Bay Area Community Resources, anon-profit corporation, in an
amount not to exceed $450,240,, to provide school-based mental health services for severely emotionally
disturbed students and their families for the period from July 1,.2005 through June 30, 2006. This Contract
includes asix-month automatic extension through December 31,2006,in an amount not to exceed$225,120.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal, 45% by State EPSDT, and 5% by County Mental
Health Realignment.

order to reduce the need for out-of-home placements.
On November 2, 2004, the Board of Supervisors approved Novation Contract #74^210-1 with Bay Area
Community Resources, for the period from July 1, 2004 through June'30, 2005, (which included asix-month
automatic extension through December 31,2005)for the provision of School-Based Mental Health Services for
Severely Emotionally Disturbed(SED) Students and their Families.
Approval of Novation Contract#74-210-2 replaces the automatic extension under the prior Contract and allows
the Contractor to continue providing services through June 30,2006.
