SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract amendment
with Michael Ross effective December 1, 2005, to increase payment limit by $10,325 to
a new payment limit of$95,975 for continued consulting services with no change in the
term through December 31, 2005.
II. FINANCIAL IMPACT:
None. Increase is within department budget.
III. BACKGROUND:
Budget preparation and the continuing of labor negotiations necessitate the retention of
staff familiar with the County and its budgetary, human resources, and labor negotiations
processes. Contractor has 35 years of management experience and has the knowledge
and expertise to address critical areas relative to budget preparation and labor negotiations.

QUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS:
ADOPT a resolution to AUTHORIZE the Health Services Director or designee to submit and execute a
funding application for EHAP XIII fund allocations in FY 2006-2007 in an amount up to $33,100.
H. FISCAL IMPACT:
The funds requested of the Emergency Housing Assistance Program (EHAP) Round XIII are essential to
maintaining our future capacity throughout the emergency shelter system. No additional County funds are
required to match this revenue.
III.BACKGROUND:
There is continuing concern about the lack of emergency shelter services for homeless single adults and families.
EHAP XIII funding is essential to Contra Costa maintaining our future bed capacity. The County Homeless
Program is committed to working with community agencies, such as Greater Richmond Interfaith Program to
achieve this goal.
This joint application with Greater Richmond Interfaith Program for EHAP Round XIII funds will support
emergency shelter for families operated by GRIP and shelter beds for single adults operated by the County
Homeless Program.

WHEREAS.
A. The State of California, Department of Housing and Community Development,
Division of Financial Assistance, issued a Notice of Funding Availability(NOFA) for the
Emergency Housing and Assistance Program (EHAP) (Round EHAP 13); and
B. Contra Costa Health Services is a nonprofit corporation or local government
agency that is eligible and wishes to apply for and receive an EHAP grant;
NOW THEREFORE IT BE RESOLVED THAT:
1. The Board of Supervisors of Contra Costa County hereby authorizes the Director
of Health Services, or his designee to apply for an EHAP grant in an amount not more
than the maximum amount permitted by the NOFA, and in accordance with the program
statute, Regulation, and Local Emergency Shelter Strategy, where applicable.
2. If the grant application authorized by this Resolution is approved, the Contra
Costa Health Services hereby agrees to use the EHAP funds for eligible activities in the
manner presented in the application as approved by the Department and in accordance
with the program statute (Health and Safety Code Section 50800— 50806.5) and
Regulations (Title 25, Division 1, Chapter 7, Subchapter 12, Sections 7950 through 7976
of the California Code of Regulations); (Chapter 38/39, Statutes of 2005), and the
Standard Agreement.
3. If the grant application authorized by this Resolution is approved, the Director of
Health Services, or his designee is authorized to sign the Standard Agreement and any
subsequent amendments with the Department for the purposes of this grant.
