BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. Proposed Work Plan/Obiectives for Next Year (% page) CONTRA COS rA COUNTY MOBILEHOME ADVISORY COMMITTEE ANNUAL REPORT Meeting Time and Locatio : Meetings are held the third Thursday of each month at 2:00p.m.primarily a�l The Summit Centre in Martinez, with occasional meetings at area Mobilehome Parks. Chairperson for the year 2005: Bertha M. Stobb Vice Chair: Sanford Wichner Secretary: June Dellapa Staff Person: Debbie Gorman<community Development Department Reporting Period for this re ort: December 2004 thru November 2005. The December Meeting of this Committee is held after this report is due and will take place in the Clubhouse of Brookview Mobilehome Park beginning at noon in order to enjoy a Holiday luncheon provided by its members with the general meeting held at 2 p.m. The Board of Supervisors is always welcome to attend as guests and/or speakers during the year. 1. ACTIVITIES; This committee has been hearing about and following the Rent Control that the City of Concord has. We have stayed aware of The Contra Costa County Mobilehome Rent has, . Ordinance We have followed the City of Cotati Rent Control Ordinance Case. We have also been made aware of other city and County Rent Control Measures. Ms. Joyce McMullin, representing the County Inspection Department has Been able to keep the committee up to date with continuing reports on park Problems and status of the inspection program with an occasional presentation By Mr, Michael Angelo Silva, Chief, Property Conservation Division. Ms. Joyce McMullin and Mr. Silva have told us about other park inspections and things They have seen. 2. ACCOMPLISHMENTS; An up to date list of information about the Mobilehome Parks in the county under this committee's jurisdiction has been prepared for Committee Staff and Members. With the above mentioned information, our Mobilehome/Manfactured Home Information Brochure, and other means of information, we have continued our Outreach Program to the Mobilehome Parks in Contra Costa County under this committee's jurisdiction. This is done to advise the parks of the committee's existence ce and see what we can advise them about. Committer Members and the general public have been given known safety warnings on(land about various items in and around the Mobilehome. At our mdnthly meetings the committee has heard about and discussed rent increases, law and order, sewage and noise problems pertaining to Mobilehome Parks under the committee's jurisdiction. I As in previous years The Mobilehome Advisory Committee has held lively and interesting discussions with the attending tenants and management personnel if they are at the meetings. III. Due to the four Vacancies this year it has been difficult to get a quorum at the meetings. On more than one occasion we had to wait for members to arrive at the meeting. IV. TRAINING/CERTIFICATION: There is no training or certification needed for the committee Members. There was a session on Advisor Body Refresher Training done This Committee's only function's are to listen to complaints from home owners and park owners and try to mediate problems and suggest where they may obtain the help requested. V. PROPOSED WORK PLAN/OBJECTIVES FOR THE COMING YEAR: The Legislative subcommittee, Mr. Ken Brans and Mr Greg Enholm will continue to keep this committee informed on Mobilehome Legislation. During committee meetings this year, we have discussed various Legislative Bills. The Meeting Subcommittee, Ms June Dellapa and Mr. Stan Hansen, will continue to find the most convenient public meeting accommodations and Mobilehome oriented guest speakers available. The Sales and Escrow Subcommittee is still vacant. Other Members of the committee have kept all of us informed. TL Affordable Housing Subcommittee, chaired by Mrs. Reva Clark, will continue to keep us abreast of the housing industry and the Availability of affordable housing in the county. Now Held Every other Month on the 2"d Monday of the Month (February, April, June, August, October and December) 7:00 p.m], 2010 Geary Rd., Pleasant Hill Chair: Bill Granados Staff Person: Vicki Wisher Reporting Period: January I through December 2005 I. ACTIVITIES • Fire Service Retirement Dinner • Contra Costa County Fire Commissioners Association Quarterly Meetings • Board of Supervisors Meetings • Members attended prescribed training burns • Conduct regular business of the Commission as well as the following Subcommittees: ➢ Apparatus & Equipment ➢ Budget ➢ Personnel ➢ Property and Annexation II. ACCOMPLISHMENTS • Continued oversight in bringing Paramedic Program to full ALS status District wide. • Continued study of maximum consecutive work hours allowed for suppression peIsonnel. This continues to be a great concern. See comment unde l objectives for next year. • Conducted public hearings to resolve public complaints regarding weed abatement charges. • Instrumental in utilization of proposed surplus Type 4 firefighting apparatus through wildland season pending delivery of new apparatus. III. IV. TRAINING/CERTIFICATION • Advisory Body Refresher Training — May 3, 2005 • District 5 Alternate — Walter Fields: Completion of County's "Brown Act and Better Govt. Ordinance" and "Ethics Orientation for County Officials". V. PROPOSED WORK PILAN/OBJECTIVES FOR NEXT YEAR • Continue to work with Fire Chief on budget issues (including Pension Bond Funding and Debt Service Financing) and District long-range planning. • Continue to pursue development of overtime policy limiting number of consecutive 24ihour shifts for suppression personnel. This is a concern for the safety of District employees and quality of service to the taxpayers. • Continue to explore with cities and County potential financing options for capital improvements. • Continue discussion with Cities of Antioch and Pittsburg for new fire station development. • Finalize relocation plans for Stations 16 (Lafayette) and 84 and 86 (Pittsburg). • Evaluate and determine the need to sell surplus land. • Continue to monitor citizen complaints stemming from District's weed abatement program.
