SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, on behalf of the Workforce Development Board,to EXECUTE a contract with Family Stress Center with a payment limit not to exceed $60,000 for Workforce Investment Act Out-of-School and Foster Youth Services for the period January 1, 2006 through June 30, 2006. (No County Match) (Districts 1 and 2) (#18-116-0) FINANCIAL IMPACT: No County Costs. $60,000: Budgeted 100% Federal Workforce Investment Act. CHILDRENIS IMPACT STATEMF.NTe Services to be offered through these contracts directly support two of the Children's Report Card community outcomes: 1) "Children Ready for and Succeeding in School; and 2) Children and Youth Healthy and Preparing for Productive Adulthood". BACKGROUND: In August 2005, the Employment and Human Services Department, on behalf of the Workforce Development Board of Contra Costa (WDB), issued Request for Interest (RFI)#269 for case management services to eligible out-of-school and foster youth in West Contra Costa County. A panel of independent raters reviewed and ranked the proposals submitted in response to RFI#269 and recommendations for funding were made to the Youth Council. The Youth Council approved Family Stress Center services providers. The WDB approved the Youth Council's recommendation to awardFe contract. Family Stress Center will employ one case manager dedicated to provide services to out-of-school and foster youth ages 16-21 in Wesv' ounty. Services under these contracts include vocational assessment,job and apprenticeship placements, employment credentialing, career preparation services,job retention support, mentoring and individualized r am planning.
