SUBJECT: Approval of Contract 424-879— 4 with Recovery Management Services,Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract #24-879-14 with Recovery Management Services, Inc., a non-
profit corporation, in an amount not to exceed $282,143, for the provision of Transitional
Residential Program Services for the Conditional Release Program (CONREP), for the period
from July 1, 2005 through June 30, 2006.
FISCAL IMPACT:
This Contract is funded 100% fby State CONREP Funds. No County funds are required.

BACKGROUND/REASON(S)FOR RECOMMENDATION(S):

This Contract meets the social needs of County's population in that it assists judicially committed
patients discharged from State hospitals to integrate safely and successfully into the local
community.
On October 26, 2004 the Board of Supervisors approved Contract #24-879-13 with Recovery
Management Services, Inc., for the period from October 1, 2004 through June.30, 2005, for the
provision of Transitional Residential Program Services for the Conditional Release Program
(CONREP). C
This Contract allows the Contractor to provide services, at its Parkside Program to Contra Costa
County male residents, who are between the ages of 18 and 65, are participants in the County's
CONREP and Mental Health Intensive Case Management Services Programs.
Due to lengthy.negotiations' among the State, the County and the Contractor with regards to
services and rates, unfortunately, the Department was not able to renew the Contract with the
Contractor in a timely manner. The State has now approved the Contractor's budget, which now
provides 100% State funding for the Conditional Release Program,-allowing continuation of
services. Since June 30, 2005, the Contractor has continued to provide services in good faith
without compensation.
Under Contract #24-879-14 Contractor will continue to provide a residential program for
Conditional Release Programclients through June 30, 2006.
