SUBJECT: ACCEPT the resignations of Ms. Ju Martin, Ms. Cassandra Youngblood, Mr. Craig King and
Mr. Bruce Lemay from the Workforce Development Board (WDB).
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
ACCEPT the resignations of Ms. JudyMartin, Ms. Cassandra Youngblood, Mr. Craig King and Mr. Bruce
Lemay from the Workforce Development Board. DECLARE the vacancies on the Workforce
Development Board and DIRECT the Clerk of the Board to apply the Board's policy for filling these vacancies.
(All Districts)
FINANCIAL IMPACT,
No County costs. The local Workforce Development Board is mandated by the Federal Workforce Investment
Act of 1998 (WIA). Costs of advertisement for new appointees will be funded through WIA funds.
BACKGROUND*
The following WDB members have submitted resignations to the WDB in accordance with Section 117 (b)(2) (A)
(ii) of the Federal Workforce Investment Act,of 1998: Ms. Judy Martin, a One Stop Mandated partner(Seat#2)
due to her retirement from the California State Employment Development Department; Ms. Cassandra
Youngblood, a One Stop Mandated partner(Seat#3), Mr. Craig King, a Community Based representative(Seat
#3) due to the time constraints of a new position; and, Mr. Bruce Lemay, a Business representative (Seat#3) due to
availability and work scheduling.
The Workforce Investment Act (WIA) and the State Workforce Investment Board(SWIB) set membership
standards for local Workforce Development Boards (WDBs).
The Workforce Development Board works with a broad range of business, education, labor,public agencies and
community-based organizations to recruit highly qualified nominees for appointment to the Board. All nominees
will meet the strict criteria set forth in the Workforce Investment Act. Nominees will be forwarded to the Internal
Operations Committee following WDB endorsement.

Dear Bob,
With regret, I am hereby submitting my resignation from the Workforce Development
Board. I will be changing jobs in order to pursue personal and professional interests, and
can no longer devote the tine necessary to be an active participant. I have greatly
enjoyed my tenure as a board member and have learned a lot, and hope that I have made
some valuable contributions!
Staff and Board members are, doing a superb job of balancing the diverse interests of
employers and job seekers. With respect to my own position vacancy, it is important that
the Board select someone who will continue to advocate on behalf of disadvantaged and
disabled consumers, to ensure that this constituency's interests are well-represented.
