SUBJECT: Approval of Novation Contract#74-218-2 with Desarrollo Familiar,Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf
of the County, Novation Contract #74-218-2 with Desarrollo Familiar, Inc., anon-profit corporation, in an
amount not to exceed $154,700, to provide school and community based mental health services for Latino
children and their families, for the period from July 1, 2005 through June 30, 2006. This Contract includes a
six-month automatic extension through December 31,2006,in an amount not to exceed$77,350.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal Funds, 45% by State EPSDT Funds, and 5% by
County Funds.
CHILDREN'S IMPACT STATEMENT:
This Early and Periodic Screening,Diagnosis and Treatment (EPSDT)Program supports the following Board
of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are
Safe, Stable, and Nurturing"; and"Communities that are Safe and Provide a High Quality of Life for Children
and Families". Expected program outcomes include an increase in positive social and emotional development
as measured by the Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOIVIlVIENDATION(S):
This Contract meets the social needs of County's population in that it provides school and community based
mental health services, including: assessments; individual, group and family therapy; medication support;
case management; outreach; and crisis intervention services, to an underserved Latino population and will
result in greater home,community, and school success.
On September 21, 2004, the Board of Supervisors approved Novation Contract #74-218-1, with Desarrollo
Familiar, Inc., for the period from July 1, 2004 through June 30, 2005 (which included asix-month automatic
extension through December 31, 2005) to provide school and community based mental health services for
Latino children and their families.
Approval of Novation Contract #74-218-2 replaces the automatic extension under the prior Contract, and
allows Contractor to continue providing services through June 30,2006.
