Telecommunications Engineering Services
Specific Request(s)or Recommendations(s)&Background&.Lstification
I. RECOMMENDED ACTION*
Approve and authorize the Chief Information Officer of Department of Information Technology(DoIT)or his designee to
execute on behalf of the County an agreement with Greg Peterson to provide services in the amount of$110,000 effective
January 1,2006 through December 31,2006.
II. FINANCIAL IMPACT:
Funding for this project is included in DoIT's Telecommunications budget and costs are recovered through charges to County
Departments who use Telecommunications Services.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
There are currently 40 Harris telephone switches installed at various locations throughout the County and for the most part
(60%)of these switches operate independently. This lack of networking does not allow the County to take advantage of the
technology the telephone industry has to offer such as,call accounting,abuse monitoring, Least Cost Routing where calls
made through our switches are routed to save money by decreasing the need for telephone lines,equipment failures
notification,and 911 call tracking..
These and other options are available to the County,but first the County has to update it's telephone system by networking all
the switches,installing the monitoring software and hardware and then do the specialized programming that will enable the
County to take advantage of options like:
- A Countywide Call Accounting System
- E911 (Database for the locations of all County numbers)
- Digital quality teleconferencing options
- Voice over IP(VOIP)
- More cost effective call routing (Least Call Routing)
- 5 Digit Dialing
- Caller ID(off and on the County Network)
- Centralized Enterprise Automated Call Distribution(ACD)system
At this point we feel this cost will be recovered by the efficiencies that will be available to the County. Our vendor Teltronics
could perform the upgrading of the telephone system by using subcontractors,but we have decided to use the services of an
individual who is very familiar with the County's equipment through his years of servicing the County's equipment as a result of
previous employment with Teltronics. We feel he is the best-qualified person to assist the County with this effort and at a cost
lower than with Teltronics subcontractors.
