HomeMy WebLinkAboutMINUTES - 12202005 - C67 ��-�- L �� TO: BOARD OF SUPERVISORS ;:-- �_•,,; Contra FROM: PROBATION DEPARTMENT Costa _rave• �O DATE: December 20, 2005 coli � County SUBJECT: Juvenile Probation Funding Program ., SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Resolution No. 2005/764 authorizing the County Probation Officer to execute a contract with the State of California Corrections Standards Authority in the amount of$5,186,504 for continuation of the Juvenile Probation and Camps Funding Program for fiscal year 2045/06. FISCAL IMPACT: The funding for the Juvenile programs covered by this agreement is already included in the Probation Department's budget. The agreement with the state maintains the budgeted funding. ` BACKGROUND: From FY 1997/98 to FY 2003/04 the Contra Costa County Probation Department received an allocation from the State of California's federal block grant for Temporary Ass-istance'to Needy Families (TANF). Services to be supported-by the TANF funds were set out in the Comprehensive Youth Services Act (CYSA). In its FY 2004/05 budget the state replaced the federal TANF funding for these Probation services with state general funds. The claiming method for counties did not change in FY 2004/05. However, for FY 2005/06 the state has formalized its own program, which is being administered by the Corrections Standards Authority (formerly the Board of Corrections). The new program requires counties to enter into an agreement with the state, submit invoices for the cost of services, and to report the progress of the programs semi-annually. The services portion for Contra Costa County is fixed at $4,493,504. The camps and ranches portion is variable based on the statewide distribution of occupied ed. beds. The Contra Costa County share of the camps and ranches allocation is usually between $600,000 and $700,000', For FY 2005/06 the combined allocation is budgeted at $5,186,504. The JPCF funds will be used to support the following programs: Orin Allen Youth Rehabilitation Facility $49035,324 Home Supervision and Juvenile Electronic Monitoring Program 755,185 Juvenile Community Service Program (Weekend Work) 3959995 $5,186,504 Orin Allen Youth Rehabilitation Facility houses 100 (602 W&I)wards committed by the Juvenile Court. The program is based on the Rehabilitative Model and focuses on various rehabilitative, educational, and vocational needs of the residents. The Home Supervision Program is divided into two components: Home Detention and Juvenile Electronic Monitoring,, Both programs provide intensive supervision in lieu of secure detention at Juvenile Hatl. Juvenile Electronic Monitoring (JEM} is the more restrictive of the two programs. All minors on the program are physically contacted, without prior notice, several times weekly at home, at school, and at work. Telephone contact is made daily. The Juvenile Community Service Program provides juvenile offenders the opportunity to repay the offended community through uncompensated work, thereby accepting personal responsibility for delinquent behavior. Young men and women are supervised in groups of seven to nine by specially trained counselors. Staff members of public agencies that are served by the program provide technical guidance to the minors,. CONSEQUENCE OF,NEGATIVE ACTION: Negative or no action on this resolution would result in the loss of$5,186,504 of revenues that have already been budgeted in the Probation Department. This would most likely result in the loss of the juvenile probation programs described above. 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on December 20, 2005 by the following vote: ,s....,.,,,o� r AYES: Gioia,Piepho,DeSaulnier,Glover and Uilkema NOES: None ABSENT: None ABSTAIN: None sr''`l�cOU � Resolution No. 2005/764 WHEREAS the funding for the services specified in the Comprehensive Youth Services Act has been restructured so that the federal block grant for Temporary Assistance to Needy Families is being replaced by state general funds embodied in the state's Juvenile Probation Camps Funding Program, and WHEREAS the Board of Supervisors of the County of Contra Costa desires to participate in the Juvenile Probation and Camps Funding (JPCF) Program administered by the Corrections Standards Authority (hereafter referred to as CSA), and WHEREAS the Probation Department has prepared a budget for the expenditure of JPCF funds in the amount of$5,186,504 in its programs for the Orin Allen Youth Rehabilitation Facility, Home Supervision/Juvenile Electronic Monitoring, and Juvenile Community Service, NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the County of Contra Costa, Lionel D. Chatman, is authorized to sign on behalf of the Board of Supervisors, the JPCF Program Agreement with the CSA, including amendments thereof as required by State guidelines.
