SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMEl" DATION(S�: -- ni�i■■ rw■■wwln��■�■�■urn APPROVE and AUTHORIZE the Public Works Director, or designee, to submit to the Caltrans Bicycle Facility Unit (BFU) the Bicycle Transportation Account (BTA) 2006/2007 funding cycle grant applications in the total amount of$131,000 for the Pacifica Avenue Bicycle Lane Extension, Viera Bike Lane, and the Parker Avenue Bicycle Facility projects, Bay Point, Antioch, and Rodeo areas respectively. (Districts II, V). FISCAL IMPACT: The application for BTA funds requires a 10% local match. If the funds are granted,the local match for Pacifica Avenue Bicycle Lane Extension Project and Viera Bike Lane Project will be fimded by the local gas tax fund and the Parker Avenue Bicycle Facility Project will be funded by developer fees. The local match will be $43,000 for Pacifica Avenue Bicycle Lane Project,$64,000 for the Viera Bike Lane Project,and$24,000 for the Parker Avenue Bicycle Facility. The program is consistent with the Legislature's intent P when it adopted the California Bicycle Transportation Act: "...to establish a bicycle transportation system...designed and developed to achieve the fiinctional Y p commuting needs of the employee, student, business person, and shopper as the foremost consideration in route selection, to have physical safety of bicyclist and bicyclist's property as a major planning component, and to have the capacity to accommodate bicyclists of all ages and J p g skills". To be eligible for BTA funds, a city,or county must prepare and adopt a Bicycle Transportation Plan (I3TP). In g Contra Costa County,two bikeway plans have been adopted by the Board of Supervisors: 1. East Contra Costa Bikeway Plan 2005 Update: approved by the Board of Supervisors on October 4,2005, and 2. Contra Costa Code Bicycle and Pedestrian Plan:approved by the Board of Supervisors on November 2, 2005. Twop rojects were selected from the East Contra Costa Bikeway Plan 2005 Update: 1. -Pacifica Avenue Bicycle Lane Extension Project: Location.Thisproject is located in the Bay Point Area along Pacifca Avenue between Driftwood Drive and Rio Vista Elementary School. Project'ect Descrip tion:The current shoulders along this stretch of Pacifica Avenue are not wide enough to accommodate bicycle usage. Cuff the edge of the shoulders are ditches. This project consists of widening Pacifica Avenue to accommodate 5-foot wide Class II bike lanes on both sides'of the street and provide concrete curb,between the shoulders and the roadside ditches. 'Project Benefits: This proposed project will improve the bikeway to and from three schools along Pacifica Avenue. Completing this portion of the Pacifica Avenue bike lanes will allow all three schools to be accessible by a safe bicycle facility. Upon completion,this project will also provide connection the Delta DeA.nza Trail,a regional Class I facility. Viera Bike Lane Project: Location: This project is located along Viera Avenue from 18th Street to Wilbur Avenue in the unincorporated area near the north city'limit of Antioch. Project Description: The project consists of widening Viera Avenue to accommodate bicycle usage, slurry sealing the existing pavement,reconstructing two railroad crossings(a main line and a spur line), and installing road side signs. Project Benefits: The bicycle lanes created by this project will be a part of the Trunkline Bikeway Network as identified in the East Contra Costa County Bikeway Plan 2005 Update. The Trunkline Routes were developed by bicycle advocates familiar with the region and its challenges for its bicyclists. � Y {ane project was selected from the Contra Costa Countywide Bicycle and Pedestrian Plan: 1. Parker Avenue Bicycle Facility Project: Location: This proj ect is located in downtown Rodeo along Parker Avenue from 7th Street to California Street. Project Description: This project is the bicycle component of the Parker Avenue Reconstruction and Revitalization Project. Improvements for bicyclists will include bike lanes and bicycle racks. Project.Benefits: Provisions for bikeways is important but there must also be adequate facilities at the trip ends of the bikeways. This project will provide both the bikeway access to downtown Rodeo for bicycle commuters and shoppers and the bicycle racks provides parking and storage for the cyclists sts traveling to the downtown area. This project will promote bicycle usage. On November 14,2005,the Transportation water and Infrastructure Committee held a Public Hearing on these BTA Grant applications and recommended they be submitted to the Caltrans BFU. CONSEQUENCES OF NEGATIVE ACTION Failure to direct Public Works to submit these applications will make it more difficult to relieve fimdin o g t construct these projects. Currently,no alternate funding has been identified for the Pacifica Avenue Bicycle Lane Extension Project and the Viera Bike Lane Project. Funding for Parker Avenue Reconstruction Project will be augmented b g Y this potential grant funding.
