SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee(Donna Wigand)to execute on behalf of
the County,Novation Contract#74--038-6 with FamiliesFirst,Inc., anon-profit corporation,in an amount not
to exceed $373,888, to provide a Shelter Program for emergency placement of Seriously Emotionally
Disturbed (SED) children-at County's Rose Manning Youth Center for the period from July 1, 2005 through
June 30, 2006. This Contract includes asix-month Automatic Extension through December 31, 2006 in an
amount not to exceed$186,944.
FISCAL IMPACT:
This Contract is funded 50%by Federal Medi-Cal(FFP)Revenue and 50%by State EPSDT.
CHILDREN'S IMPACT STATEMENT:
This Children's Mental Health Program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and
"Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected
program outcomes include an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge-at a lower level of
care.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):

This Contract meets the social needs of*County's population in that it provides an emergency placement
facility for SED children with emotional and behavioral problems to keep these children in the community
and out of State hospitals. Rose Manning Youth Center, operated by the Contractor, is the only facility
equipped to handle children with this level of mental health and behavioral problems.
On June 22,, 2004,1, the Board of Supervisors approved Contract #74--038-5 with FamiliesFirst, Inc. for the
period from July 1, 2004 through June 30, 2005, (with asix-month automatic extension through December
31, 2005) for the provision of an emergency placement shelter program, including intensive day treatment,
medication support, and mental health services at the Rose Manning Youth Center.
Approval of Novation Contract #74-038-6 replaces the automatic extension under the prior Contract, and
allows the Contractor to continue providing services through June 30,2006.
