HomeMy WebLinkAboutMINUTES - 12202005 - C.59 TO: BOARD OF SUPERVISORS Contra I — FROM% JOE VALENTINE, DIRECTOR COMMUNITY SERVICES DEPARTMENT "°"'" o Costa � c�sT'4-fOUN'� �y DATE: December 20, 2005 C County SUBJECT: AUTHORIZATION TO EXECUTE A GRANT APPLICATION FOR THE COMMUNITY FOOD AND I NUTRITION PROGRAM Specific Request(S) or Recommendation (S) & Background and Justification RECOMMENDATION(S): APPROVE and AUTHORIZE the Community Services Department Director, or designee, to submit a grant application to the California Nevada Community Action Partnership for a FY 2006 Community Food and Nutrition Program (CFNP) Mini-Grant in the amount of$5,000 for proposed program services at Community Services Department Child Care Centers. FINANCIAL IMPACT: This application is funded through the California Nevada Community Action Partnership. If funding for this application is awarded to the Department it will be reflected in the FY 2006- 2007 budget. There will be no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department (CSD) supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." T1 ese outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low- income children throughout Contra Costa County. REASONS FOR RECOMMEND ATIONS/BACKGROUND: The Community Services Department is requesting $5,000 of California Nevada Community Action Partnership dollars to provide additional program services to eligible children and families who are recei ing service at the Department's 18 Child Care Centers. The grant application is due on December 21, 2005. Please see the attached 16 point narrative for additional information. PROJECT/PROGRAM TITLE. California Nevada Community Action Partnership Community Food and Nutrition Program (CFNP) Mini Grant 2006 2. FUNDING AGENCY. California Nevada Community Action Partnership 3. SUBMITTAL STATUS. Request for one-time funding for Community Food and Nutrition Program (CFNP) Mini Grant 4. PROPOSED TERM. Funding is requested for the period from February 1, 2006 through July 30, 2006. 5. CURRENT FUNDING. TI ere is no current funding for this project. 6. FUTURE FUNDING. N/A This is a one-time request to fund the development of projects that support and promote innovative approaches to improving nutrition for low-income adults and children. 7. BUDGET SUMMARY. Instructional Materials/Sulies $5,000 $5,000 Total 8. STAFFING REQUIREMENTS. Contra Costa County operates the Community Action Programs administered by the Community Services Department. No new staff will be required. 9. PROGRAM NEED. Due to the growing prevalence of childhood obesity, CSD has elected to focus for this mini grant, on the development and implementation of a best practice to teach children to self-select age appropriate portions sizes for their meals served by Community Services Department Child Care Centers. 10. RELATIONSHIP TO OTHER PROGRAMS. N/A 11. PROJECT GOALS. The gol 1 of this mini-grant project is to develop and implement a policy that incorporates the use of appropriate serving sizes in family style dining to the early childhood development setting. 12. STATED OBJECTIVES. • Children will eat a variety of foods while self-selecting age appropriate serving sizes of all foods offered during family style dining. • Teachers and parents in one pilot classroom and two test classrooms will be trained to identify age appropriate serving sizes and will demonstrate adherence to age appropriate serving size guidelines. • Teachers will be trained to respond to serving size related challenges in the family style dining setting. • Children will learn to use graduated serving size utensils to serve themselves age appropriate serving sizes. • Staff, teachers, and parents will be trained to model the use of age appropriate serving sizes while eating a variety of foods. elines and interventions to train 13� ACTIVITY SUMMARY. CSD staff will design guid teachers and parents strategies for the promotion of age-appropriate food serving portions during family style meals at CSD Child Care Centers. 14. EVALUATION METHOD(S). Direct observation in selected classrooms with data collection performed by trained observers both pre and post ini ervention. 15. CHANGES COMPARED TO PRIOR YEAR (if any). N/A, this is a one-time request 16. POTENTIAL CONTROVERSIAL ISSUES. None. Public reception of the county's Child Development Program remains positive.
