SUBJECT: Position Adjustment (Resolution # 19993
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Adopt Position Adjustment Resolution # 19993 adding one Account Clerk—
Experienced Level and one Collection Enforcement Officer I in the Office of Revenue Collection.
FISCAL IMPACT : The cost associated with this action is approximately $85,202 annually. The
exceeding of revenue projections by the department during FY 2004/05 established for the Office of
Revenue Collection, as well as anticipated increased revenue will cover the costs of these positions.

BACKGROUND : Adding these positions are essential to the Office of Revenue Collection meeting
its commitment to increase the total number of dollars recovered for the various departments they
serve. The Accounting section has seen their responsibility increase two-fold over the last year.
Insurance billing and loan monitoring have been added to their workloads.
Additionally, there has been an increase in the number of parking citations needing manual input.
Furthermore, with the recent implementation of the CalWIN system, existing collection accounts must
be manually matched to the new CaIWIN accounts. Adding these positions will allow the department
to achieve its goal of increasing collection and improving the quality of service provided to clients and
debtors.
It is anticipated that the $85,202 annual costs will be covered by the increased revenue that will be
generated by the department's increased collection ability as a result of the addition of these
positions.
RESULT OF NEGATIVE ACTION : If,this action is not approved, the department will be
overburdened by the added responsibilities created, in part, by the implementation of the CalWIN
system. This will adversely affect the departments collection ability, thereby decreasing the
anticipated revenues for the department.
