Home My WebLink AboutMINUTES - 12202005 - C.37 TO: BOARD OF SUPERVISORS :; Contra Costa FROM: John Cullen, Director x 40 Employment and Human Sery epartment °°s;- K K°° County DATE: November 23, 2005 SUBJECT: APPROVE Appropriatiois Adjustment for Employment and Human Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE Appropriation Adjustment No. 6 authorizing adjustments in expenditure and revenue accounts in the amount of$315,365 in Ori'Unit 5413 to fund seven (7) new positions for the California Work Opportunity and Responsibility for Kids (CalWORKS) program. This adjustment affects the EHSD Administrative, Children and Family, Aging and Adult and Workforce Services programs. (All Districts) FINANCIAL IMPACT: The financial impact of this Board Order increases expenditure and revenue levels of the FY 05-06 budget through the recognition of new funds. There are no additional county general funds required. This expenditure and revenue appropriation adjustment allows hiring of seven (7) new positions for the balance of the fiscal year. Revenues supporting the five (5) SS Program Assistant positions are normally 100% federal and state CalWORKS program. The two clerical positions are normally funded at 80% federal and state funds with a 20% ($14,558) county share. However, the total of the appropriated new revenue funding will be federal and state reallocated funds or Sales Tax Realignment funds. BACKGROUND@ The five (5) SS Program Assistant positions will be assigned, two (2) to intake and three (3) to field units, to cope with higher caseloads now being experienced in East County. To handle the increased clientele walk-in traffic and appointments generated from the increased caseloads additional clerical support at reception is required. The funding for these positions normally is CalWORKS. At this time the CalWORKS allocation has been exceeded, however, the department has state and federal reallocated funds and unbudgeted Sales Tax Realignment funds that will be used to fully fund these positions. I CONSEQUENCES OF NEGATIVE ACTION: Non-approval of these actions would cause serious workload increases for existing CalWORKS, Welfare to Work and Food Stamps workers and hamper the department's ability to issue timely benefits to local Contra Costa County clients.
