BACKGROUND /REASONS FOR RECOMMENDATIONS
In April 2003, the Board of Supervisors approved a request from Bethel Island Municipal
Improvement District (BIMID) and the Bethel Island Municipal Advisory Council (BIMAC) by
allocating$100,000 in Park Dedication Trust Funds to help BIMID purchase a one-acre parcel
located at 6190 Bethel Island Road for the purpose of developing a neighborhood park. BIMID
closed escrow on the subject property on May 2, 2003. Since then, the vacant lot has been
minimally improved through the use of Keller Canyon Funds and community donations, and
volunteers. A landscape plan has been prepared, the property has been graded and leveled, a
fence has been erected, and a storage shed has been constructed on the site.
On October 25, 2005, BIDMID submitted a letter requesting an additional $12,402 in Park
Dedication funds to finance the drilling of a well on the subject property. BIMID representatives
have stated that continued development of the site as a park is dependent on having access to
a reliable water source. Initially, the plan was to use water from a well located on an adjacent
property, however this option is no longer available because the adjacent property owner has
decided to construct a home on the site. Drilling a well on the park site is the only other cost
efficient alternative at this time.
BIMID has received two bids from well drilling contractors. The lowest bidder, DeJesus Pump
and Well Drilling has stated that he has never failed to find water when drilling a well on Bethel
Island. With the well in place, an irrigation system will be constructed (Spring 2006) and
additional landscaping improvements installed on the site. If approved, this request will leave a
zero balance in the Bethel Island Park Dedication Trust account. It is the policy of the County
to utilize park dedication funds to meet local park needs and staff believes this request is
consistent with the stated policy.
