SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION

I. ACKNOWLEDGE that the Board of Supervisors referred thirty issues to the Family and Human
Services Committee (FHS)for their review and consideration during the 2005 calendar year.
II. ACCEPT the recommendation to carry forward the following twenty-three referrals from the 2005
Family and Human Services Committee to the 2006 Committee:

b) Referral#2—Oversight of the Service Integration Projects
C) Referral#3 —Oversight of the Juvenile Systems Planning Advisory Committee

III. ACCEPT the recommendation to close the following five referrals for which there are no
outstanding policy issues for FiS review and/or consideration:
a) Referral#67—One Stop Application for Health& Social Service Programs
b) Referral#71 —Contra Costa Citizenship Initiative
c) Referral#73 —California State University—CCC
d) Referral#75 —Children and Families Data Archive
e) Referral#77—Placement of Vulnerable Clients
IV. ACCEPT the recommendation to continue to HOLD the following referral until a future date:
Referral#13 —Preparation of the Annual Children and Family Services Program Budget.
V. ACCEPT the recommendation to re-activate in 2006 the following referral,which was placed on
hold for the 2005 year: Referral#11 —Oversight of the Work of the Policy Forum.
BACKGROUND/REASONS FOR RECOMMENDATION(S):
Between January and December 2005,the Board of Supervisors referred five new issues to the Family and
Human Services Committee(FHS) in addition to twenty-five referrals carried forward from the 2004 year.

The FHS Committee heard thirty-three r6ports on twenty-three different issues referred. In many cases the
FHS provided oversight and guidance on issues; in others it recommended funding allocations for Board
approval. In still others, it considered and made recommendations to the Board on
memberships/appointments to committees and advisory bodies.
Three referrals were not brought to FHS for discussion during the year. These referrals include:

a. Referral #13—Children and Family Services Program Budget
Due to staffing reductions and loss of key personnel,the production of the 2003-2004 Children and Family
Services Program Budget was deferred indefinitely.
b. #56—East Bay Stand Down for'Homeless Veterans
This referral is heard on a bi-annual basis, as the Stand Down is held bi-annually. Since there was
no Stand-Down in 2004 this item was not discussed. The next Stand Down will be held in early
2006,therefore it is recommended d that this referral to be carried into next year.
c. #I1 —Oversight of the Work of the Policy Forum
The Policy Forum has been in a transitional mode for the past year. Personnel has not been
available to provide staff services to the Policy Forum. However,recruitment is currently
underway to hire a staff person who will be able to provide support to the Policy Forum. In
addition, the Policy Forum is again beginning to meet and identify issues of mutual concern.
Therefore, it is recommended that this referral be re-activated for 2006.
