RECOMMENDATION(S):
ACCEPT the Advisory Council Against Domestic Violence 2005 Annual Report.
FISCAL IMPACT:
No net financial impact.
CHILDREN'S IMPACT STATEMENT:
The Advisory Council Against Domestic Violence supports three of Contra Costa's community outcomes
("Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Safe, Stable and
Nurturing" and "Communities that are Safi and provide a High Quality of Life").
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On January 28, 2003, the Advisory Council Against Domestic Violence (ACAD) was transferred from the
leadership of the Superior Court and reconstituted as an advisory body to the Board of Supervisors. ACAD is
dedicated to:
• Reducing and preventing domestic violence in Contra Costa County by promoting a coordinated,
integrated, system-wide response.
• Providing a forum for communication and education in an effort to encourage and stimulate expansion of
best or promising practices.
• Assessing current responses to domestic violence and make policy recommendations.
On June 18, 2002 the Board issued Resolution No. 2002/377 stating that all advisory bodies must give an
annual report to the Board of Supervisors)

2005 Annual Report to the Contra Costa Board of Supervisors
Advisory Body Name: The Advisory Council Against Domestic Violence (ACAD)
Meeting Time/Location: The General Membership of ACAD meets four times a year
from 5:30-7pm at Concord Police Department Offices, 1350
Galindo Street, Concord, CA 94519. The Executive
Committee meetings are monthly from 3-4:30pm at Concord
Police Department.

Mission Statement
To reduce and prevent domestic violence in Contra Costa County by promoting a coordinated,
integrated, system-wide response; provide a forum for communication and education in an effort to
encourage and stimulate expansion of best or promising practices; and assess current responses to
domestic violence and make policy recommendations.
History
Established by the Contra Costa Superior Court in 19951, the Advisory Council Against Domestic
Violence's (ACAD) purpose is to provide an educational and informational conduit between the
courts, domestic violence prevention service providers, and governmental and non-governmental
agencies. On January 15, 2003, ACAD officially moved under the auspices of the Board of
Supervisors.
I. Activities & Accomplishments 2004-2005
ACAD activities and accomplishments for 2004-2005 included the following:
• Executive Committee held a planning retreat to discuss the role of ACAD in Contra Costa
County, examine the relationship between the Zero Tolerance Initiative and ACAD, and devise
a work plan for ACAD.
• Advisory Activities in supportof ACAD Mission:
1. Participation with County Administrator on proposed recommendations on budget
reduction to Zero Tolerance.
Section 14140 of the Penal Code authorizes each County to establish an advisory council focused on issues of
domestic violence. This Code Section permits each local jurisdiction to determine the leadership structure of its
council.

2. Joined Zero Tolerance as a partner in the Grants to Encourage Arrests Program, a Federal
Grant in the amount of$800,000.
a. Police Victim Subcommittee has completed a training curriculum on domestic violence
for law enforcement personnel and is working to get the course P.O.S.T. certified.
b. Approved allocation of$1,000 to support a Safety Audit of the County's system
response to domestic violence.
• Special Presentations
'Forums
1. Received a report from the Zero Tolerance for Domestic Violence Initiative on the DELTA
project(focused on preventing domestic violence before it occurs).
• Discussed the issue of conflicting protective orders and how to assist law enforcement and the
courts in addressing this problem.
• Updated the Countywide Chiefs Domestic Violence Guidelines
Il. Attendance/Representation
ACAD's membership is comprised of 37 members from law enforcement, county departments,
community-based organizations, and five district seats. Four of the five "District" seats have been
filled. A General Membership meeting was held on January 24, 2005. A quorum was reached at
this meeting.
The Executive Committee met on January 10, 2005; February 14, 2005; March 14 2005; April 11,
2005; September 30, 2005; and November 2, 2005. A quorum was reached at all the meetings.
III.Training/Certification
As part of the orientation process for ACAD, each member is asked to view two training videos
1)"The Brown Act and Better Government Ordinance-What You Need to Know as a Commission,
Board, or Committee Member" and 2)"Ethics Orientation for County Officials." Members were
given the opportunity to borrow training videos or watch them on CCTV when they are aired on
alternating Saturdays.
Continuing efforts are being made to ensure that all members of ACAD are oriented with the Brown
Act and have signed self-certifications indicating that they have viewed the two training videos.
IV.Proposed Work Plan/Objectives for Next Year
ACAD's objectives are currently focused on:
1. Continue to develop the role oiACAD and increase active participation.
2. Complete countywide training of law enforcement and develop multi-disciplinary case
conferencing model
3. Assess current responses (through completion of a Safety Audit) and make policy
recommendations
4. Heighten community involvement through ACAD outreach.
