SUBJECT: Reimbursement to Contra Costa County Consultant, Ava Espinosa, California Works
Information Network (CaIWIN) Project Team in Sacramento County.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to reimburse
Ms. Ava Espinosa, the Contra Costa County team member of the California Works Information Network
(CalWIN) Project Team in Sacramento County for out-of-County mileage and transportation related expenses in
an amount up to $16,000 for the term June 20, 2005 through May 31, 2006. (#29-209-3)
FINANCIAT. IMPACT:
No County Cost. All expenses are 100% claimable under the State Travel Policy.
BACKGROUND-
Ms. Espinosa, a county employee, was assigned to work out-of-county (Sacramento County), as the Contra
Costa County representative during development and implementation of the CalWIN Program. The effective
date of the board order for the assignment was June 28, 2005 (C.112).
Short-term travel in the Sacramento area maybe claimed for the purpose of obtaining a project residence until
the county employee commences work at the CaIWIN Project site and maybe claimed under the Internal
Revenue Service (IRS) Standard Mileage Rate for business use of automobiles.
County employees on long-term assignment to a project are covered by short-term travel when a short-term
assignment to another location is required by the Project. Short-term travel may also be claimed by the county
employee who is assigned fulltime to the CalWIN project on a long-term assignment for business related trips to
their Home County each month. Reimbursement for meeting registration expenses, business travel mileage,
airport parking, rental cars, and shuttles will be handled under short-term travel policy. The Welfare Client Data
Systems (WCDS) Consortium Home County policies and procedures govern short-term travel. Reimbursement
of short-term travel to the out of county consultant is covered by the State Travel Policy and will be reimbursed
to the County.
