(District V) Project No.: 4660-6X4184 I Task: ACQ Account: 3540 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chair,Board of Supervisors to execute the Second Amendment to Contra Costa Transportation Authority(Ci"TA) Agreement No. 181 to provide right of way services to CCTA for the State Route 4 East,Loveridge Road to Somersville Road Project,in the amount of$20,000,for a total of $40,000, effective October 19, 2005 until terminated by either parry. II. Financial Impact: CCTA will pay the actual costs for Real Property staff right of way services. III. Background and Reasons for Recommendations: CCTA does not have right of way staff and is requiring a variety of right of way services and has contracted with the County for these services. An amendment is necessary to cover the County staff costs for services associated with a new parcel identified for advanced right of way acquisition to protect the future right of way needs for the freeway widening project. IV. Consequences of Negative Actio I III: CCTA would not be able to contract for the County's right of way Services. No. 2 CCTA—Administration and Projects committee October 6, 2005 Subject State Route 4 (e) Widening Project,Loveridge to SR-160 Right of Way Acquisition—Amendment#2 to County Agreement No. 181 (Project 1406) Summary of Issues In December 2004, the Authority approved Agreement No. 181 with Contra Costa County for right of way assistance for the State Route 4(e)Widening Project. This agreement is set up on a task order basis in order to address items as they arise. An amendment is necessary to cover the County staff costs for services associated with a new parcel identified for advanced right of way acquisition to protect the future right of way needs for the freeway widening project. Recommendations Staff recommends ends approval of Amendment No. 2 to County Agreement No. 181, in the amount of$20,000 with a new not to exceed total of$40,000. Financial Implications Adequate funding to accommodate this amendment is included in the 2005 Strategic Plan for Project 1406. Options The Authority could elect not to approve this work. However,the costs to acquire this parcel in the future could potentially increase by a significant amount. Attachments A. Amendment No. 2 to County Agreement No. 181 B. Historical Summary of contract amendments. Changes from Committee Background City of Antioch staff sent Authority staff a proposed set of plans for development on a vacant lot near"A" Street, for review and comment. Discussions and a meeting between staffs were held. Authority staff recommends this parcel be acquired now since it will be needed for the future widening of SR-4(e). Development of the property could potentially increase the future acquisition cost of the project by a significant amount.
