SUBJECT: 2005 ANNUAL REPORT FROM THE ADVISORY COUNCIL ON
EQUAL EMPLOYMENT OPPORTUNITY

RECOMMENDATIONS:
1. RECEIVE 2005 annual report from the Advisory Council on Equal Employment
Opportunity.
2. RECOGNIZE Jonothan Dumas for 14 years of service to the Advisory Council.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Board of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work plan or objectives for the following year, on the
second Tuesday in December.

Subject: Advisory Council on Equal
Employment Opportunity
The Advisory Council on Equal Employment Opportunity is scheduled to meet with you
to review and discuss the County's Affirmative Action and Equal Employment
Opportunity Programs, the Small Business Enterprise (SBE) and Outreach Programs and
other concerns and issues related to those programs.
The attached is the Advisory Council's "End of Year Report for 2005" that will be
presented to the Board of Supervisors. The Advisory Council is pleased with the
progress of departments in both programs, however, they would like to make one
recommendation.
For those departments that have not submitted SBE and Outreach reports, they would like
for you to direct them to submit their report or direct them to submit in writing their
rational for not submitting their reports.
The Advisory Council also joins with the Board of Supervisors, County Administrator,
and the Affirmative Action Office staff in recognizing Jonothan Dumas for fourteen years
(1991 to 2005) of service for his time, advice, and expertise while serving on the
Advisory Council on Equal Employment Opportunity.

Body Meeting Time/Location: Fou Friday of each month from 9:30 am.to 11:30 p.m. at the County
Administration Building, 651 Pine Strej et-Room#108, Martinez, CA 94553.

Activities:
In compliance with the by-laws of the—, dvisory Council on Equal Employment Opportunity,the Council held
monthly meetings at a regular time and place throughout the year. The following highlights the Advisory Council's
activities throughout the year:
❖ Hosted the following departmental presentations to provide ongoing communication and education between the
Advisory Council and County departmental staff:
■ Lori Gentles,Human Resources Director, presented an overview of the County's Recruitment
Process;
■ Glenn Howell, Animal Services Director, was introduced to the Advisory Council; and
■ Kevin Berenson,Purchasing Manager presented the Five Percent Preference for Local Vendors
Program.
■ Mike Hollingsworth,Assistant Director, Design Division, presented the Disadvantaged Business
Enterprise Program and goals.
❖ Recruited applicants, reviewed applications, and interviewed potential candidates to fill Advisory Council
member vacancies.
Reviewed the number of females in the Skilled Craft Workers Occupational Category.
❖ Requested additional staff for the Affirmative Action Office.

Accomplishments:
The Council achieved many of its desired goals as follows:
❖ Clarified the definition of"Local" in the Small Business Enterprise and Outreach Programs and the Five Perce
Preference for Local Vendors Program.
❖ Made recommendations and received approval to fill Advisory Council vacancies. The new members are wel'.
qualified and bring a new perspective and expertise to the Advisory Council.
❖ Continued to recommend recognition awards for"best" and"most improved"departments for meeting the Sm
Business Enterprise (SBE) and Outreach Program requirements.
❖ Reviewed, analyzed, and discussed the 2003 and 2004 Affirmative Action Annual Progress Reports.
❖ Reviewed, analyzed, and discussed the Purchasing, Professional Services, and Construction SBE and Outreacl
Program reports submitted by departments on a quarterly basis that was presented to the Internal Operations
Committee and Board of Supervisors.
❖ Reviewed, analyzed, and discussed the "Good Faith Effort Documentation Booklet" to be used by construction
contractors.
❖ Reviewed, analyzed,developed, and implemented the Business Opportunity Workshops in West, Central and
East County.
❖ Recognized Carlos Baltodano commending him for his award for the Best Department award efforts in the
community, and work on the Advisory Council.
❖ Recognized the Affirmative Action Office staff and commended them for their work with the Advisory Counc:
Attendance/Representation:
Members of the Advisory Council represent a diverse interest and ethnic background as follows: Males 7 and
Females 2, with the following race/ethnic representation; White 5, Hispanic 2, and African Americans 4. They
represent the community, disabled groups and individuals, education, businesses, labor in training programs,
management, and unions. There was a quorum for seven of the eleven meetings.
Training/Certification:
The Advisory Council continued to focus on conducting workshops and training sessions to further the Council's
knowledge and expertise.
❖ Reviewed with the new members the public meeting requirements as mandated by the Brown Act, Better
Government Ordinance, and Ethics Orientation for County Officials and ensure it is viewed within three month
from their date of appointment.
Proposed Work Plan/Objectives:
The Advisory Council will continue to hold monthly meetings and to conduct business in compliance with its by-
laws. It is the Advisory Council's intent to maintain full membership and encourage all members to regularly atter.
meetings. The Advisory Council's Work Plan is to continue to review and analyze the 2005 Affirmative Action
Annual Progress Report and the SBE and Outreach Program quarterly reports in order to make recommendations tc
the IO Committee. The Advisory Council also plans to continue conducting training sessions and discussions on a
variety of topics that impact the County's Affirmative Action and SBE and Outreach Programs. It is the goal of thf
Advisory Council to continue to promote good communications with the Board of Supervisors, County
Administrator, and County departments) and to further its outreach efforts to businesses and communities.
The following specific objectives represent individual Council member's input and are not representative of the
Council as a single body:
❖ Invite Department Heads and/or department staff to review workforce and contracting efforts.
❖ Review and report on the need (including attrition rates and recruitment efforts)to increase female and minorit}
representation in the Skilled Craft Workers occupational category.
❖ Review the Business Opportunity Workshops surveys and evaluation forms and make recommendations to the
Internal Operations Committee to assist the Council in identifying equitable contracting needs and opportunities
and determine if the workshops should be an annual event.
•3 Continue to maintain a collaboration effort with the numerous Chambers of Commerce located in Contra Costa
County.
