2, ADOPT Resolution 2005/763 establishing a new Animal Services Fee Schedule
effective December 13, 2005.
FISCAL IMPACT:
The revised fee schedule is intended to cover some of the cost of new and existing services
rendered by the Animal Services Department pursuant to the county's ordinance code.
BACKGROUND:
On November 15, 2005, the Board of Supervisors adopted Ordinance 2005-24 to replace
Article 416-12.4 of the County Ordinance Code regulating the ownership or possession of
potentially dangerous and dangerous animals. The revised fee schedule contains new fees
related to potentially dangerous animals as well as increased fees for services found within
the animal code. A summary of the changes and additions to the fee schedule follows:
Add a fee of$75 for home inspections.
Add a permit fee of$500 to be renewed annually for an animal designated as potentially
dangerous.
Add a permit fee of$175 to be renewed annually for a prohibited dog owned by a convicted
felon.
Increase the pick up fee for owned animals less than 100 lbs, dead or alive, from $25 to $50.
Increase the pick up fee from Veterinarians from $30 to $50 for the first animal, and from $13
to $15 for each additional animal.
Increase the pickup, impound, and dead animal disposal fees for animals over 100 lbs that
require use of special equipment to a minimum of$225.
Add a fee of$15 for microchips,.
Increase the trap deposit fee from $45 to $60.
Increase the trap servicing fee from $30 to $50.

Fee Schedule
The Board of Supervisors having adopted Resolution 2003/208 which provides for fees for Animal
Services; and
The Animal Services Director having recommended that certain Animal Services fees be added and increased;
IT IS BY THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVED that the
recommendation of the Animal Services Director is approved, and that Resolution No. 2003/208 is rescinded
effective December 13, 2005, and that the fees shown below are effective December 13, 2005.
Individual Dog and Cat Licenses
Licensing of individual cats is voluntary. Licensing an individual dog is required.
The fee to individually license a dog or cat for one year is $40.00.
*The fee to individually license a neutered dog or cat as evidenced by a veterinarian for one year is
$20.000
*The fee to individually license a dog or cat for two years is $74.00.
*The fee to individually license for two years a neutered dog or cat as evidenced by a veterinarian is
$37,00.
*The fee to individually license a dog or cat for three years is $110.00.
*The fee to individually license for three years a neutered dog or cat as evidenced by a veterinarian
is $55.00.
A late fee of$40.00 shall be charged:
a.) for failure to license an animal within 30 days after a license is required, or
b.) if a renewal fee is unpaid within 60 days after it is due and payable.
License Fee Refunds and Credits
License fees once paid are nonrefundable.
a.) If,within 120 days, the owner of an animal who has purchased a one-year license and whose animal is under
one year of age submits proof from a licensed veterinarian that the animal has been spayed or neutered, a credit
equal to the one-year license fee for a spayed or neutered animal will be applied to the next animal license
purchased by the owner, if requested by the owner,
b.) If an animal dies or is moved out of the county, any unused licensing credits will be refunded to the owner on
written request if the request is received within the effective time period of the license.

Adoption Fees
The fee to adopt a dog is$10.00,plus a deposit for or fee for a spay or neuter,rabies vaccination and license.
The fee to adopt a cat is $5.00,plus a deposit for or a fee for a spay or neuter,rabies vaccination and license.
If the dog or cat is spayed or neutered by the Animal Services Department or designee before adoption,the full
cost of the spay/neuter surgery shall be collected. If the dog or cat is vaccinated for rabies before adoption,the
full cost of the rabies vaccination shall be collected.
The fee to adopt all other animals maybe based on a sealed bid process with a minimum approved by the
Animal Services Director, or at the discretion of the Animal Services Director,maybe set by the Director or
designee.
Impoundment Fees
The Animal Services.Director shall collect the following redemption fees for impounded animals:
The basic impoundment fee for a dog whether returned at the Center or in the field is $50.00.
The basic impoundment fee for one or more cows,bulls, steers burros,horses, sheep, lambs, goats,hogs, or
other large animals is $75.00; however if the impound requires the use of specialized equipment is a minimum fee
of$225.00
The basic impoundment fee for a cat,rabbit,bird, fowl, or other small animal not otherwise provided for is
$50-00
In addition to the basic impoundment fee,the following shall be charged per day as part of the impoundment fee
for feeding and caring for the impounded animals:
Dogs or Cats $20.00
Cows,bulls, steers,burros,horses, sheep,
lambs, goats,hogs.and other large animal,425.00
Other small animals $15.00
Owners or custodians will be responsible for the actual cost of veterinary care rendered to impounded animals.
In the case of an animal reclaimed for a second time within a 12-month period,the owner or custodian shall be
charged an additional fee of$100.00; and in the case of an animal reclaimed three times within a 24-month
period, the owner or custodian shall be charged an additional fee of$150.00; and in the case of an animal
reclaimed four or more times within a 36-month period,the owner or custodian shall be charged an additional fee
of$200.00 each time.
The administrative fee for quarantining an animal at home, if deemed appropriate by the Animal Services
Director, is $100.000
The fee to quarantine an animal at the Animal Services Center shall be the same as the impound fee plus $35.00
per day board fee for the length of the quarantine period. Penalties maybe included if the animal was at large.
In addition to the.above fees, anon-spayed or un-neutered cat or dog that is impounded shall be fined$35.00 on
the first occurrence, $50.00 on the second occurrence, and$100.00 on the third and subsequent occurrences for
failure to spay or neuter an owned cat or dog.
Surrender Fees for Owned Animals
The fee to surrender:
• a licensed dog or cat is$20.00.
• an unlicensed dog or cat is $40.00.
• a miscellaneous small animal under 201bs. is $30.00.
• a miscellaneous animal 20 to 100 lbs. is $40.00.
• a miscellaneous large animal over 100 lbs. is $225.00.
• There is one fee for an unweaned litter surrendered with its.mother,
Dead Animal Disposal Fees
There is no fee for disposal of a licensed dead animal at the Center.

The fee for disposal of an unlicensed dead dog or cat at the Center is $30.00.
The fee for disposal of a small miscellaneous animal under 201bs. at the Center is
$15.00.
The fee for disposal of a miscellaneous animal 20 to 1001bs. at the Center is $30.00.
The fee for disposal for a miscellaneous dead animal over 100 lbs. at the Center is
$225.00.
There is a fee surcharge based on actual extra cost for the disposal of animals requiring special handling.
Pick-up Fees.for Owned Animals,
Fees for all owned dogs, cats, and miscellaneous animals less than 1001bs., dead or alive,picked up in the field
or at the owner's home will be$50.00 in addition to other fees for service as specified.
The fee to pick up owned miscellaneous animals over 1001bs. that requires the use of special equipment is a
minimum of$225.00.
Dead Animals from Veterinary Hospitals
The fee to pick up and dispose of dead dogs, cats or miscellaneous animals under 1001bs. from veterinary
hospitals is $50.00 for the first animal and$15.00 for each additional animal in the same pick-up. The limit per
pick-up will be.six (6) animals.
The fee to pick up miscellaneous animals over 1001bs. that requires the use of special equipment is a minimum of
$225,00,
Trap Deposit
The deposit to rent a cat trap is $60.00.
The deposit to rent a dog trap is $260.00(with Animal Services Director or designee approval only).
Trak Rental.Fees
The rental.fee.for cat traps shall be $5.00 per day.
The rental fee for dog traps shall be$15.00 per day.
Servicing Traps
The fee to service a trap in the field is $50.00.
Dangerous/Potentially Dan erous/Prohibited Dov,Animal Fees
The application fee for a dangerous animal permit is$300.00, due and payable upon application for permit.
The permit fee for an animal declared as a dangerous or potentially dangerous animal shall be $500.00.annually.
The permit fee for a prohibited dog owned by a convicted felon shall be$175.00 annually.
An additional delinquent fee of$200.00 shall be charged if a dangerous/potentially dangerous/prohibited dog
animal permit is not renewed prior to its expiration. An additional penalty fee of$100 shall be charged if the
animal is not properly licensed at the time the dangerous/potentially dangerous/prohibited dog animal permit
renewal is due,.
The fees for dangerous/potentially dangerous/prohibited dog animal permits are payable in addition to.the license
fees for individual animals.
Signs warning of the presence of a dangerous or potentially dangerous animal shall be posted on the owner or
keeper's premises.at a location which is visible to the public. Signs may be purchased from the Animal Services
Department for a fee of$10.00.
Home inspections in connection with a dangerous/potentially dangerous/prohibited dog animal permit maybe
required by the Director of Animal Services. If more than one home inspection is required, a fee of$75.00 is
charged for each additional inspection.

Administrative Fees
The administrative fee for replacement of a lost tag is $5.00.
The fee to photocopy department records shall be the actual cost of duplication.
The fee to clear a Citation prior to a court appearance is $40.00 plus proof of license,
Licensina Periods Without Penalties
The Animal Services Director may declare periods during which owners may license their animals or renew their
animal licenses.without being charged a licensing late fee.
EmeraencviDisaster Response
The fee to assist another governmental jurisdiction in times of emergency to handle animal related problems.that
are reimbursable to the jurisdiction requesting assistance will be the actual cost of providing the service.

• Level I will be minor treatments of sick or slightly injured animals;
Leve12 will be moderate treatments possibly involving sutures and/or minor surgery;
• Level 3 will be major treatments or surgeries involving significant time and follow-up.

The Director of Animal Services or designee will place various treatments.into levels of service for fee purposes.
The above surgery,vaccination, and other treatment fees maybe adjusted based on costs.by the Director of
Animal Services. Additional surgery fees.for other animals or procedures maybe set by the Director of Animal
Services.
A$25.00 additional fee will be charged for failure to give 24-hour notice if unable to keep surgery appointment.
A fee of$20.00 for dogs and cats per day or portion of a day will be charged for animals not claimed on time
after surgery or other treatments,

Home Inspections (for re-inspections of animal enclosure at owner's home after initial
inspection)
Officer Time: 1 hour
Officers are responsible for doing the inspection; making recommendations to the owner; answering
questions; talking to neighbors;writing the final report.
Lieutenant Time: 10 min
Internal records review; review background information; review officer report.
Senior Clerk Time: 15 min
Input all information into computer database.
Dispatch Time: 15 min
Call out scheduled inspection to appropriate officer with all applicable information; follow up with officer for
completion of call; update database.
Potentially Dangerous Animal Permit Fee
Lead/Senior Clerk Time: 1 hour
Assist public at front counter; give application to customer; explain fees and process; answer questions;
collects fees; print receipt for customer; enter information into computer database; Records search;
correspondence to customer; follow up with officer.
Officer Time: 4 hours
Handling the dog; talking to victims)/witness(es); preparing bite report; entering information into database;
priors check in computer database; incorporate all information into report for Sergeant review.
Sergeant Time: 3 hours
Prepares justification and notice to dog owner; reviews probable cause issues; review of fees; review of
money owed to County for animal impound and other fees; prepare affidavit to waive hearing; review priors
check; do records check outside computer database system; send to Lieutenant for review.
Lieutenant Time: 2 hours
Review entire packet which includes editing reports; asking additional questions; ensuring case is properly
prepared; reviewing all priors and records checks; reviewing animal history. If returned to Sergeant, review
final packet after all changes made.
PROHIBITED DOG PERMIT
Lead/Senior Clerk Time: 1 hour
Assist public at front counter; give application to customer; explain fees and process; answer questions;
collects fees; print receipt for customer; enter information into computer database; Records search;
correspondence to customer; follow up with officer.
Officer Time: 1.5 hours
Home Inspection; priors check; temperament testing of animal; interviewing neighbors; entering information
into computer database; incorporate all information into report for Sergeant review.
Sergeant Time: 1 hour
Prepares justification and notice to dog owner; review of fees; review priors check; do records check
outside computer database system; send to Lieutenant for review.
