HomeMy WebLinkAboutMINUTES - 12132005 - C64 ir;400 TO: REDEVELOPMENT AGENCY � Contra law Costa FROM: JOHN SWEETEN County EXECUTIVE DIRECTOR o DATE: December 13, 2005 «v�� SUBJECT: Acceptance of Additional EPA Grants for Rodeo Waterfront SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Redevelopment Director to execute two Small Business Liability Relief and Brownfields Revitalization Act grant agreements at $100,000 each with the United States Environmental Protection Agency (EPA) for completion of the environmental site assessment at the Rodeo Waterfront. FINANCIAL IMPACT: No General Funds involved. The Agency has budgeted required matching funds. BACKGROUND: The Contra Costa County Redevelopment Agency (Agency) has been selected by the EPA to receive additional grant funding under the Small Business Liability Relief and Brownfields Revitalization Act for completion of the Rodeo Waterfront environmental site assessment. The Rodeo Waterfront, recognized as a brownfield site, is being assessed for the potential for both petroleum and hazardous materials contamination. A brownfield is defined as an abandoned, idled, or underused industrial or commercial facility where expansion or redevelopment is complicated by real or perceived environmental contamination. The EPA's Brownfields Program allows communities and other stakeholders in economic development to work together to prevent, assess, safely clean up, and encourage the sustainable reuse of brownfields. The Rodeo Waterfront environmental assessment was awarded an EPA grant in December 2003. Those funds have been expended, with additional work still needed. The additional EPA grants will allow the Agency to complete the assessment. As with the previous grants, one grant is for petroleum-related contamination, and one grant is for hazardous materials-related contamination. Once the assessment is complete, a contamination remediation plan for the Rodeo Wnt site will prepared.
