DATE: NOVEMBER 15, 2005 COUNTY
SUBJECT: APPROVE AN AMENDMENT TO THE CONSULTING SERVICES AGREEMENT
WITH S`H-AH KAWASAKI ARCHITECTS FOR THE NEW BUILDING ADDITION AT
255 GLACIER DRIVE, MARTINEZ FOR THE PUBLIC WORKS DEPARTMENT
(WH261 B)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
V1= $25,500,1. APPROW %NWOA4A d t in the amount of increasing the Payment Limit from
$502,450 to $527,950, authorizing additional architectural services under the Consulting
Services Agreement dated July 12, 2005 with Shah Kawasaki Architects ("SKA") for the New
Building Addition at 255 Glacier Drive, Martinez.
3. AUTHORIZE the Director of General Services, or designee, to execute the amendment and to
issue written authorizations for extra work provided that the cumulative total extra cost for all
such authorizations shall not exceed $25,000.
FINANCIAL IMPACT
The additional architectural services will be funded from the Public Works Department's budget.
BACKGROUND
During the Pre-Design phase, SKA was directed to proceed with the Schematic Design phase based
on a two-story structure. The Public Works Department ("PWD") felt a two-story structure with its
smaller footprint would be advantageous. Partway through Schematic Design, it was determined that
it would be difficult for a two-story scheme to meet both the square footage and budget t;quiremenL1_.,%.W-
of PWD. It was decided that a change of course was necessary and SKA was then directed to
%W#
develop a one-story scheme instead of furthering the two-story options. A two-story building requires
space be set aside for stairs and an elevator, whereas a one-story building will be more efficient and
have more space allocable for staff and the daycare center.
The amendment covers the additional services required in developing the one-story scheme as part
of the continuing Schematic Design phase. The additional services include investigating various
design alternatives, documenting two recommended alternatives for discussion and decision, and
attending several working sessions with County staff.
