SUBJECT: Contract with Ambrose Recreation and Park District for Promoting Safe and Stable Families
Program services.
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to execute an
interagency agreement amendment with Ambrose Recreation and Park District, effective December 13, 2005,to
decrease the payment limit by$14,780 to a new payment limit of$57,720,with no change in the term of July 1,
2005 through June 30, 2006 to provide reduced Promoting Safe and Stable Families Program services.
(Budgeted,Promoting Safe and Stable Families Funds: 100%Federal; No County Costs. State Family
Preservation Funds.- 30% County, 70% State) (Districts 11, IV, and V)
FINANCIAL IMPACT:
$52,750 Promoting Safe and Stable Families Funds: 100%Federal; No County Costs.
$4,970 State Family Preservation Funds: 30% County, 70% State.

This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically
Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families"by providing resources and referrals to support self-
sufficiency.

The Ambrose Recreation and Park District(Ambrose)is a public agency that serves as the fiscal agent for the
Bay Point Family Preservation Alliance(BPFPA), a community partnership among various community-based
providers serving the Bay Point and outlying areas. BPFPA provides a wide array of services under the
Promoting Safe and Stable Families Program which include: operation of the Bay Point Teen Town,provision
of organized youth leadership development and recreational activities, and case management and information
referral services for pregnant and parenting teens. This Board Order will authorize Employment and Human
Services to decrease the payment limit by$14,780 and require Ambrose to seek other funding sources to keep
the Teen Center fully operational. (Contract#21-014-2)
