The Council consists of 11 members and the Internal Operations Committee (IOC) reviews nominations to all seats except those designated for County managers and labor organizations. The 14C approved the preceding nominations on December 5, 2005. Williams to fill the seat for the Disabled representative. Background The Advisory Council on Equal Employment Opportunity was established by the Board implementationJuly 9, 1991. The Council advises the Board on the of the County's Affirmative, Action Plan, Outreach Program, and Small Business Enterprise Program. The Advisory Council consists of eleven members as follows: 0 two representing County management, 0 two representing employee organizations, 0 0.0 0 four representing women,minorities, education and other protected groups, 0 one representing disabled, 0 one representative of business, 0 one representative of labor organizations, involved in training. The two employee organization seats are for two year terms and are rotated as follows: Seat#1 Seat#2 SEN, Loca1535 Deputy Sheriff s Association AFSCME, Local 512 California Nurses Association DA Investigators Public Employees, Local I Firefighters, Local 1230 AFSCME, Local 2700 Physicians &Dentists Western Council of Engineers United Chief Officers Association November 15, 2005 Internal Operations Committee Page 2 The two County management seats are for two years and are appointed by the County Administrator. All applicants are interviewed by the Council; recommendations are forwarded to the IO Committee; and the IO Committee may appoint the recommended candidates or they may conduct their own interviews and select the new Advisory Council members. The Disabled representative member seat is currently vacant. Recruitment of Applicants In accordance with the October 12, 1999 memorandum from the IO Committee to Department Heads responsible for staffing selected advisory bodies, the Advisory Council on Equal Employment Opportunity mailed letters and applications to various community groups and interested persons. Two applications were received. Both applicants were interviewed at the October 28,,2005 Advisory Council meeting. Both applicants displayed the type of commitment needed for effective participation on the Advisory Council. Recommendation The Advisory Council recommends that Donna Rayon-Terrell be selected as the Community Representative and Gerald B.
