SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No.2 to the
Consulting Services Agreement(CSA)with Ove Arup and Partners California Ltd.(ARUP)effective December 1,
2005, to increase the payment limit by $27,093 to a new payment limit of $963,980 for staged traffic signal
relocation and utility potholing for the Iron Horse Trail Pedestrian/Bicycle Overcrossing over Treat Boulevard in the
Pleasant Hill BART Station, Pleasant Hill area. (Redevelopment Funds) (District IV) Project No. 0662-6R4078.
FISCAL IMPACT
There is no impact to the County General Fund. This project is covered 100%by Redevelopment funds.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On June 10, 2003,the Board of Supervisors authorized the Public Works Director to execute the design of the
pedestrian/bicycle overcrossing at Treat Boulevard. The project provides for pedestrian and bicycle safety when
crossing the heavily trafficked Treat Boulevard.. The bridge will also link discontinuous sections of the Iron
Horse Trail.
On January 6, 2004, the Board of Supervisors approved a Consulting Services Agreement with Ove Arup and
Partners California Ltd.for bridge design services. This agreement included a budget for utility locating services
in the vicinity of the planned bridge. The original budget however,did not include sufficient monies to account
the large number of utilities in Jones Road and along Treat Boulevard, specifically Kinder Morgan and Pacific
Gas and Electric (PG&E). These requirements necessitated an increase in the scope and extent of the utility
potholing investigation. This amendment covers the additional costs for utility potholing work for Kinder
Morgan and PG&E. Relocation of an electrical transmission line to accommodate the bridge footprint
necessitates the phased relocation of a traffic signal. As the original budget did not account for phased traffic
signal relocation, this amendment covers the additional costs for the phased traffic signal relocation.
CONSEQUENCES OF NEGATIVE ACTION:
If the amendment is not approved,the consultant cannot be paid for out of scope items of work.
