Approve Standard Agreement#28-310 with the State Emergency Medical Services Authority
SPECIFIC REQUEST(S)OR RECOMMENDATION(S),&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Art Lathrop), to execute on
behalf of the County, Standard Agreement #28-310 (State #EMS-5063) with the State Emergency
Medical Services Authority, in an amount not to exceed $239,606, for the period from July 1, 2005
through June 30, 2006, for the Trauma Care Fund Project.
FISCAL IMPACT:
Approval of this agreement by the State will result in an amount not to exceed $239,606 of State
funding for the Trauma Care Fund Project. No County funds are required
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Assembly bill 430 approved by the Governor in August 2001, established the State Trauma Care
Fund to fund trauma services provided by designated trauma centers and for trauma planning in those
counties without established trauma centers. Pursuant to health & safety code 1797.199(d) the CA
EMS Authority provides state funding to local trauma centers including Contra Costa's level H
Trauma Center, John Muir Medical Center, to help support California's Trauma Center`s. The
Trauma Care Funds are to be distributed to counties with approved trauma systems proportionately
based upon the number of trauma center patients contained in those counties trauma registries (not
including patients released from the Emergency Department). Contra Costa County's proportionate
share is $239,606. AB 430 further provides that the funds must be distributed to designated trauma
centers within the County except that the County may retain one percent (1%) for administrative
costs.
The County is agreeing to indemnify and hold the State harmless for claims arising out of the
County's performance under thin Agreement.
Approval of Standard Agreement #28-310 will allow County to provide administrative structure for
distribution of the State's Trauma Care Fund,through June 30,2006.

Three sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit
for submission to the State Emergency Medical Services Authority.
