HomeMy WebLinkAboutMINUTES - 12122005 - C.81 Contra TO: BOARD OF SUPERVISORS Costa FROM: John Cullen, Director �$ Employment and Human ServiceCounty s °°srq CoUri DATE: December 12, 2005 SUBJECT: Issuance of RFP #1084 for the Family Caregiver Support Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Department Director, or his designee, to issue Request for Proposal (RFP) #1084 for the Family Caregiver Support Program in the amount of$400,000 for the period of July 1, 2006 to June 30, 2007. FINANCIAL, IMPACT: County to receive funding up to $400,000, California Department of Aging, Title III-E, Older Californian Act, 100%Federal. Local Match required, 25% ($100,000), to be provided by EHSD contractors. BACKGROUND- Area Agency on Aging, as part of its strategic planning process, conducted a public forum seeking input from the community, particularly family caregivers. As a result of the planning process, the following were some of the key responses obtained from the caregivers and other interested members of the public: Caregivers stressed the need to have a support system of available persons who are trained to discuss the emotional and practical issues of caring for family members. The need for respite services available to relieve the caregiver allowing them to do errands and enjoy some personal time off from the constant demands of providing 24-hour care to a family member. Transportation issues were the focus of comments from the audience with a need for more ease of access, upgrades for wheelchair access, free taxi/van service and less time waiting for transit services. • Caregivers expressed the need for home modification that will allow people to remain at home. The need for ramps/railings, bathroom and shower bars, wheelchair shower facilities, yard fencing for wanderers, and the development of a list of honest, reasonably priced contractors who can perform such modifications. • Education for caregivers surfaced as another need. The subjects suggested for education and training are: stress management, planning for incapacity, safety, body mechanics in regards to lifting, dealing with difficult care receivers, updated information on laws and services.
