This intermediary agency will be selected by the Employment and Human Services Department (EHSD) to purchase the surplus vehicles from the General Services Department (GSD) for resale to approved CaIWORKs participants under the KEYS Auto Loan Program. A CaIWORKs recipient approved for the KEYS Auto Loan Program would have the option of purchasing a vehicle from a local car dealership or purchasing a County-supplied surplus vehicle from the nonprofit agency at a below-market price. EHSD would continue to be responsible for administration of the KEYS Auto Loan program. The General Services Department's only role would be toII provide a source of well-maintained surplus County vehicles for possible purchase by program participants under the KEYS Auto Loan Program. Subsequent to this authorization, GSD and EHSD entered into the interdepartmental agreement, and EHSD published a Request for Information (RFI) for non-profit organizations to apply to serve as the intermediary agency in this program. In addition, EHSD mailed the RFI to an extensive list of known ni n-profit organizations in the county. The RFI specified that the agency selected would receive a per-vehicle handling fee. No responses were received to this RFI. Meanwhile, EHSD staff learned that several for-profit entities would be interested in serving as the intermediary for the sale of surplus County fleet vehicles to KEYS loan recipients. These for-profit entities are licensed automobile dealers that are currently providing some of the vehicles purchased by KEYS loan recipients. EHSD and GSD would like to modify their existing interdepartmental agreement allowing the sale of surplus County vehicles through an intermediary agency to CalWORKs participants approved by the KEYS Auto Loan Program, by broadening the definition of that intermediary agency to include nonprofit and for-profit entities.
