SUBJECT: Report on Referrals to the Transportation, Water and Infrastructure Committee
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. REFER the it in Exhibit B to the Transportation Water and Infrastructure
Committee for 2006;
2. REQUEST the Committee to report to the Board on any goals for 2006 in addressing
these referrals; and
3. AUTHORIZE Community Development Director to report directly to the Board of
Supervisors on proposed modifications to ordinances that will implement the findings
of the Nexus Study on Park Fees.
FISCAL IMPACT
Staff support for the Committee for the next calendar year is estimated to be approximately
$25,000. This may vary depending on the work under taken by the Committee. Funding for
administrative support to the Committee will be sought by the Community Development
Department as part of the annual department budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Exhibit A provides a summary of the Committee's actions on matters referred to it during 2005.
This summary provides the basis for the Committee's recommendations described above.

BACKGROUND/REASONS FOR RECOMMENDATIONS (Continued)
In reviewing its activities this past year, the Committee identified certain referrals that had not
been addressed for several years. It was determined that some of these referrals should not be
carried forward into 2006. Those referrals include:
• Review the San Francisco to Stockton Ship Channel Assessment District. Decisions
concerning the assessment district or its budget should go directly to the Board.
• Review potential projects fIr the San Francisco Bay Resource Conservation and
Development Area and participation by County staff. The interest that was behind this
proposal five years ago is no longer there. Any future request for the County's participation
in these Resource Conservation and Development Areas should go directly to the Board
and any decision to refer the matter to a Board committee can be addressed at that time.
There are still many referral items)for 2006, some of which are rather general. In response, the
Committee revised one referral to take a more specific look at public policies affecting levees in
the Delta. The Committee also added some specific actions to take in 2006 regarding several
other general referrals. At its first meeting in 2006, the Committee should review the most
pressing referrals in Exhibit B and identify additional goals for 2006 in addressing them.
The third recommendation will allow the Board to consider action in a timely manner on
modifications to ordinances related to park planning, parkland dedication, and park
improvements. When the Board approved the Committee's recommendations on the Nexus
Study, it expressed an interest in implementing the study's recommendations soon. The next
meeting of the Committee will be in February 2006, at the earliest. It is likely that the ordinances
to implement the Nexus Study will be ready for consideration before then. If that is the case,
County staff should be authorized to present the ordinances to the Board rather then wait for
the Committee to meet and provide a recommendation. County staff may still report to the TWI
Committee on these ordinances if the Committee's meeting schedule would not delay their
implementation.
