SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract amendment with Stephanie Farnum-Scholer for post-adoption educational
and advocacy services by increasing the payment limit by$10,000 from $29,575 to a new
payment limit not to exceed$39,575 with no change in contract period from July 1, 2005 through

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract amendment with Stephanie Farnum-Scholer for post-adoption educational and advocacy services by
increasing the payment limit by$10,000 from $29,575 to a new payment limit not to exceed $39,575 with no
change in contract period from July 1, 2005 through June 30, 2006. (#21-822-5)
FINANCIAL IMPACT-
No County cost. Increase of$10,000 from $29,575 to $39,575: Budgeted 100%Federal - Promoting Safe and
Stable Families Program funds.
CHILDREN'S IMPACT STATEMENT:
This contract supports three of the five Contra Costa County community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; and "Families
that are Safe, Stable and Nurturing". This contract will provide educational services to adopted children and
their families.
BACKGROUND-
This Board Order will authorize the Employment and Human Services Department (EHSD) to amend the
contracted services of Ms. Stephanie Farnum-Scholer as Post-Adoption Educational Liaison in exchange for
additional hours. The issue of addressing the special needs of adoptive families and children, especially in the
area of education, is an integral part of the County's plan under the Promoting Safe and Stable Families
Program. Ms. Farnum-Scholer works closely with the EHSD Adoptions Unit to provide specialized educational
services that would help improve educational opportunities and accomplishments of youth adopted through
EHSD. The Department has experienced an increased demand for Ms. Farnum-Scholer's services which include
mediation, advocacy, referral and consultation services.
