SUBJECT. CONTRACT AMENDMENT WITH DARWIN MYERS ASSOCIATES FOR PLANNING
SERVICES (Contract ## C46223)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Community Development Director, or his designee, to execute a
contract amendment with Darwin Myers Associates to increase the payment limit by
$46,000.00 to a new payment limit of $88,000.00, and to extend the term from
December 31, 2004 to June 30, 2005 to provide continual planning services.
FISCAL IMPACT
The cost is covered by revenue received from application fees paid by developers and
applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Over the past few years the Community Development Department („CDD") has experienced
significant increases in land use applications. CDD uses contract planning services to augment
staffing as necessary to maintain timely processing of land use applications. Darwin Myers
Associates has both knowledge of the County and Department land use application processing
procedures. These contract services are critical in assuring that land use applications are
processed in a timely fashion. The amendment will allow Darwin Myers Associates to continue to
provide the services.

RECOMMENDATION IS :
APPROVE and AUTHORIZE the Community Services Director or designee to
execute contract #38-819-1 with Gina Davenport in the amount of $23,000 for
School Readiness Program Outreach Services for the period from January 1,
2005 through May 31, 2005.
FINANCIAL IMPACT:
This contract is funded through the Proposition 10 allocation administered by the
Children and Families Commission. Funding for this contract is included in the
Community Services Department's FY 2004-05 Budget. There is no net County
cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.

REASONS FOR RECOMMENDATIONS/BACKGROUND-
Contractor will serve families with children in the catchment area of the West
Contra Costa Unified School District (WCCUSD), as part of a collaborative
program designed to improve children's readiness for school. Contractor will work
in close partnership with neighborhood residents, staff from First 5 Contra Costa,
CSD, and the WCCUSD, including teachers and principals.
Contractor shall secure, create and distribute approved materials to parents;
Conduct home visits; Support early education strategies; Identify and integrate
school and community resources; Build school-readiness teams out of separate
school site staff, parents and community members; Work ane-on-ane and/or
publicly with families, staff from multiple agencies, and community members; Help
families and children to overcome language and cultural barriers to gain greater
access to and participation in educational services from local educators.
Contractor shall perform community outreach and recruiting.
The overall project goal is to foster school readiness of children from families in
the WCCUSD catchment area.
This is the second of two contracts running consecutively since August 3, 2004
with a combined total dollar amount of$46,500.

contract 38-484-1 with Crossroads High School in the amount of$16,000 for Early Head
Start program enhancement services for the period from December 1, 2004 through
June 30, 2005.

Administration for Children and Families (ACF). Funding for this contract is included in
the Contra Costa County Community Services Department's FY 2004-05 Budget. There

REASONS FOR RECOMMENDATIONSIBACKGROUND:
On September 14, 2004, the Board approved and authorized submission of the 2005
Head Start and Early Head Start Continuation Grant Applications to the U.S.
Department of Health and Human Services, Administration for Children and Families to
continue Head Start program services to program eligible children and their families for
the periodfrom January 1, 2005 through December 31, 2005.
Approval of this contract with Crossroads High School will allow for continuing Early
Head Start program services to program eligible children residing in Contra Costa
County.
This is the second of two contracts running consecutively since February 1, 2004 with a
combined' total dollar amount of$34,000.

RECOMMENDATION ($):
APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract #33-499-25 with the First Baptist Church in the amount of$1,885,921 for Head
Start Delegate Agency services for the period from January 1, 2005 through December 31,
2005.
FINANCIAL IMPACT:
This program is federally funded by the U.S. Department of Health and Human Services,
Administration for Children and Families. First Baptist Church is responsible for the local,
non-cash, in-kind match of$471,480. Funding for the period from January 1, 2005 through.
June 30, 2005 is included in the Department's FY 2004-05 Budget. Funding for the period
from July 1, 2005 through December 31, 2005 will be included in the Department's
proposed FY 2005-06 Budget. There is no net County cost to this contract.

Administration for Children and Families (ACF). Funning for this contract is included
in the Contra Costa County Community Services Department's FY 2004-05 Budget.
There is no net County cost to these contracts.

REASONS FOR RECOMMENDATIONSIBACKGROUND:
As mandated by the Early Head Start program grant, contractor will coordinate,
monitor, and evaluate service delivery and follow up on special education and
mental health services for program eligible children ages 0 — 3 years with
disabilities and/or identified as at-risk for developmental delays. Contractor will
also train current staff on disabilities/mental health issues, as well as assist in
developing and implementing a disabilities/mental health service plan.
Approval of this contract will allow the Community Services department to
continue to provide disabilities/mental health services to program eligible children.
