FINANCIAL IMPACT: Funds are budgeted for this project. Telecommunications will recover the contract costs through charges to County Departments who use Telecommunications Services. BACKGROUND: There are currently 28 Harris telephone switches installed at various locations throughout the County and, for the most part, these switches operate independently. This lack of networking does not allow the County to take advantage of the technology the telephone industry has to offer such as call accounting, least cost routing, equipment failure notification, and 911 call tracking. Our vendor Teletronics could perform the upgrading of the telephone system, but we have decided to use the services of an individual who is very familiar with the County's equipment through his years of servicing the County's equipment as a result of his previous employment with Teletronics. We feel he is the best-qualified person to assist the County with this effort. CONSEQUENCES OF NEGATIVE ACTIONS: If this request is not approved DoIT/Telecommunications will not have the resources available to continue with the upgrade to the current system in order to take advantage of current technology. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Information Officer or his designee to execute an agreement amendment with AVD (Advanced Voice and Data)to extend the expiration date of their contract from December 31,2004 to December 31,2005. IT. FINANCIAL IMPACT: Funds will not be encumbered by the agreement and no additional General Fund monies are requested. Services will be charged out to requesting departments. III. REASON FOR.RECOMMENDATION AND BACKGROUND- County telecommunication service requests continue to increase due to the rapid technological changes in voice and data systems. To meet our customer's service requests,we need to augment our permanent staff with contract staff from AVD. IV. CONSEQUENCES OF NEGATIVE ACTION: If this contract is not approved,then telecommunications work for departments will be delayed,as the county does not have adequate staff to meet the current volume of service requests generated by departments. The specialized work provided by Darwin Myers Associates includes performing initial CEQA assessment on geotechnical issues, reviewing geology reports submitted by applicants, reviewing grading plans and providing guidance on other geotechnical issues. The amendment will allow Darwin Myers Associates to continue providing the services. �..
