execute Interagency Agreements with the Contra Costa Community College
District in the amount of $1,107,459 for state preschool program services as

FINANCIAL. IMPACT:
The Centra Costa Community College District receives its funding for these
services from the California Department of Education. Funding for contracts
CPRE, and GWAP are included in the Community Services Department's FY
200405 budget. Funding for contract GPKR will be added the budget via an
appropriation adjustment. There is no net County cost to this. contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports
two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing."
These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County,

REASONS FOR RECOM ENDATIONSI ACKCROUND:
Since 1994, the Community Services Department has contracted with the
Contra Costa Community College District to administer and operate the
District's State Preschool program. This State Preschool Program provides
part-day and full-day preschool services to low-income children across Contra
Costa County.
Approval of these contracts will provide continuing funds for the Community
Services Department's State Preschool Programs.

BACKGROUND!
The Employment and Human Services Department has contracted with the California Department of Education
(CDE) for over 25 years to provide child care services under the Child Care Development Services Program.
These funds serve families who receive Child Protective Services, children at risk of abuse and neglect, children
with special needs and low-income families.

The Area Agency on Aging provides Health Insurance Counseling and Advocacy(HICAP) services to Medicare
beneficiaries, including Medicare beneficiaries by virtue of a disability, and those persons imminent of
Medicare eligibility as defined in State lave, Welfare and Institutions Code(W&I) Section 9541 (a) and(c)(2)
and the public at large for HICAP community education services under W&I code, Section 9541 (c) (1), (4),
(5), and(6).

and ACCEPT funding from the California Health Advocates (CHA) (#29-181-0) in the amount up to $5,000 for
the Health Insurance Counseling and Advocacy Program (HICAP) during the period November 1, 2004 through
June 30, 2005.
MANUAL IMPACT:
$5,040 One-Time-Only revenue grant funds from California Health Advocates. The grant funds have a required
match that will be allocated from Title III-D Medication Management funds.

Employment and Human Services Department's(EHSD) Aging and Adult Services (AAS) Health Insurance
Counseling and Advocacy Program (HICAP)provides counseling, advocacy, educational presentations,
information and assistance with Medicare, managed care (HMO's), long-term care insurance, and other related
health insurance issues for Medicare recipients and/or individuals over age 60, their representatives, or persons
imminent of Medicare eligibility.
If awarded, the revenue grant funds will be used to inform consumers about the Medicare Modernization Act
(MMA) of 2003. Services include providing information and access to prescription drugs, staff time for
volunteer recruitment, training, retention, outreach, and community education and training.

SUBJECT: Application for FEMA Phase 23 funding for the County
Emergency Shelter Program for Adults and Calli House Shelter Program for Youth,CY 2005
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. Approve and.Authorize the Health Services Director, or his designee, to develop and
transmit an application for funding in the amount of$50,000 along with the necessary
certification and assurances to the Federal Emergency Management Agency(FEMA) for the
operation of the Emergency Shelter Program. for Adults and Calli House Emergency Shelter
Program for Youth.
B. Authorize the Director of Health Services or his designee to accept up to $50,000 in
FEMA funding and enter into a contract with FEMA to perform all responsibilities in
relationship to receipt of the funding and contracted provisions for CY 2005.
FISCAL IMPACT:
The funds requested of the FEMA Phase 23 is essential to providing adequate emergency
housing and supportive services to individuals. If funded at the full request, FEMA will help
to support 1888 bed nights at the year-round adult shelters and over 900 bed nights at the youth
shelter. No additional County funds are required.

Health Services--Homeless Program

EmergencyShelter for Adults
There is continuing concern about the lack of emergency shelter services for homeless men
and women. As a result of budget constraints, the County Homeless program reduced the
number of shelter beds by 45. With over 2,800 adult men and women on the shelter waitlist,
those beds were a critical loss to our adult shelter system. The County Homeless Program is
committed to increasing the shelter capacity to the original count of 175 beds as quickly as
possible, FEMA funds would be instrumental in helping us accomplish that goal.
Calli House: Emergency Shelter for Youth
The County homeless Program opened the first homeless shelter for youth of its kind in April 2002,
Since that time, youth shelter program has served over 230 youth ages 12 to 21. Youth over the age of 18
reside at the West County Emergency Shelter and receive case management and other services during the
day at Calli House. Calli House provides a youth-friendly environment with age-specific case
management and other supportive services aimed at assisting the youth to exit the streets. Seventy-two
percent of all youth served have successfully exited the streets (90% of youth under 18 have returned
home).
