Tuition reimbursement awards are approved for the Summer 2004, Fall 2004 and Spring 2005 sessions. FINANCIAL IMPACT None. BACKGROUND Funds are made available through the Federal LSTA for the 2004/2005 Public Library Staff Education Program. The Program, which was developed by a team of public library directors and staff in response to the results of a survey conducted in 1998, seeks to address the need for more public librarians available to serve the state's children and young adults,underserved, geographically isolated and other diverse communities. The City has approved and authorized the expenditure of Seventy Two Thousand Dollars($72,000.00) in redevelopment funds and Sixty Thousand Dollars($80,000.00) in City general funds and Eighty Eight Thousand Dollars ($88,000.00) in Community Development Block Grant funds for a housing rehabilitation program for owner- occupants of single-family homes. B. County has the demonstrated experience and qualifications to operate a housing rehabilitation program. C. This is the second year the County has contracted with the City of Walnut Creek for these services. The Agreement will result in $44,000 in revenue to the County for costs related to the implementation of the Programa. D. The term of the agreement is July 1, 2004 to June 30, 2005. ACCEPT United States Department of Health & Human Services "Safe and Bright Futures for Children" Initiative two year planning grant in the amount of$150,000 on behalf of the County; 2. AUTHORIZE the County Administrator or his designee to negotiate with the Federal Office final compliance with special conditions, including budget, and to execute on behalf of the County the Federal Grant Award related documents and those contracts, listed below, required to implement Safe & Bright Futures; 3. AUTHORIZE the County Administrator or his designee to contract for the first year with Applied Survey Research for evaluation services to assess the effectiveness of the proposed activities in achieving stated goals for an amount not to exceed $25,000; 4. AUTHORIZE the County Administrator or his designee to contract for the first year with David Barkan Consulting for facilitation of the planning process for an amount not to exceed$40,020; 5. AUTHORIZE the County Administrator or his designee to contract for the first year with STAND! Against Domestic Violence to provide a bilingual caseworker to conduct outreach to community members for an amount not to exceed $2,410. FINANCIAL IMPACT: There is no financial impact on the county general fund. These are all federal funds. CHILDREN'S IMPACT STATEMENT: The Zero Tolerance for Domestic Violence initiative supports three of Contra Costa's community outcomes ("Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and provide a High Quality of Life") through coordinated intervention services designed to reduce domestic and family violence and elder abuse. The"Safe and Bright Futures for Children"Initiative is a program to diminish the damaging effects of domestic violence on children and adolescents and to stop the cycles of abuse and intentional injury. The Safe and Bright Futures for Children Initiative is a multi-agency collaboration within the DHHS,which builds on the p'resident's existing efforts to combat violence against women and families. The initiative will support coordination of services,necessary expansion or enhancement of services at the 'community or regional level, which are age-appropriate, culturally- and linguistically-appropriate. The initiative will build on community assets and strengthen collaborations between local government, and community- and/or faith-based programs that can prevent or intervene, identify, assess, treat, and provide follow-up services to the target population. This grant will allow Contra Costa County to engage in strategic planning that will result in"Transforming the System: Integrating Services to protect Children(Transform). The Transform concept was developed to address urgent child safety issues in the county, and the differences of approach by service sectors. It is targeted to address key regional issues: co-occurrence for children exposed to domestic violence, the inter-generational cycle of violence, support of non-offending parents; advancing the system of referrals to target hard-to-reach families; regional policy development; sustainability; and the changing demographics of children. Transform will bring together Contra Costa County's Zero Tolerance collaborative initiative, First Five Children and Families Commission and Child Welfare Redesign into a unique alignment. Following are explanations of fiscal items in the Board Order. 1. Applied Surveysearch- S25.000 Applied Survey Research will serve as the evaluator for the project. During the first year ASR will participate in planning, conduct a needs assessment, set up process evaluation, analyze data, and report to the stakeholders in order to facilitate the planning process. Costs are calculated at$115 per hour x 217.40 hours per year for a total of$25,000. 2. David Barkan Consulting- 40 020 Dr. David Barkan, consultant, will be responsible for facilitating the planning process. Specifically,he will provide facilitation of the planning committee, lead small focus groups,prepare materials and reports as needed, analyze data, organize and facilitate large forums, and problem solve over the course of the planning process. Specific allocation of hours per tasks are estimated as follows: • Facilitation of steering committee—48 hours(sixteen 3 hour meetings) • Leading small planning meetings -32 hours (sixteen 2 hour meetings) • Preparing materials/writing reports—20 hours • Analyzing data--32 hours • Organizing and facilitating large community gatherings—64 hours • Problem solving over the course of the process/phone calls/e-mails/ad-hoc meetings-36 hours Costs are calculated at$150 per hour for 232 hours fora total of$34,800. Additional expenses for travel and administrative overhead are calculated at$5,220. The total amount funded by the grant is $40,020. 3. NAND? Against Domestic Violence—$2,410 A Bilingual Domestic Violence Caseworker will conduct outreach to community members (adolescents, victims, families)to support the following elements of the planning design: (1)needs assessment (2) community involvement in the planning process. The Caseworker's responsibilities also include providing a broad range of services to victims of domestic violence(safety planning, short-term counseling etc.). The Caseworker will be attentive to safety issues faced by participants and support community members, when needed, to participate in the planning process. Salary figure is based on$38,500 annual at(.05)FTE to total $1,925 (per year). Fringe benefits are calculated at arcate of 25.20%(38,500 x 25.20%)to total $485 (per year). Total cost is $2,410 per year. i REASONS FOR RECO}MMENDATIONSIBACKGRtOUND: On July 13, 2004, the Board approved State Agreement GWAP-4007 (County 39-349-13) with the California Department of Education to provide valuable child care and preschool services. This funding has enabled the County to continue to provide general childcare and state preschool services to program eligible children residing in the County. The State Legislature has budgeted additional funds for Child Care and Development programs to compensate for the higher costs associated with these programs. Approval of this amendment will allow the Community Services Department to apply these additional funds to State Preschool Wrap Around Program Services. TO: BOARD OF SUPERVISORS Contra FROM: TONY COL6N, DIRECTOR ._ Costa COMMUNITY SERVICES DEPARTMENT DATE: NOVEMBER 30, 2004 � �� � o u nt SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT A CONTRACT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION Specific Request(S)or Recommendation (S)& Background and Justification RECOMMENDATION_N: APPROVE and AUTHOR1ZE the Community Services Department Director or designee to execute and submit State Standard Agreement FIMS-4457 (County 439-884-1) with the California Department of Education for a total maximum reimbursable amount of$3,851 for the purchase of child development instructional materials and supplies for the period from July 1,2444 through June 30,2445. FINANCIAL IMPACT: This contract is funded through the California Department of Education. Funds will be added to the Community Services Department's FY 2004-05 budget via an appropriation adjustment. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition,and health services to low-income children throughout Contra Costa County, REASONS FOR RECOMMENDATIONS/BACKGROUND: As an eligible childcare and development provider, Contra Costa County Community Services Department will receive one-tune funding for the purchase of instructional materials and supplies. These funds may be used to purchase either durable or consumable developmentally appropriate and curriculum-related instructional materials.
