REMAMENDATION:
ADOPT Position Adjustment Resolution No. 19780 adding one Building Plan Checker I in the
Building Inspection Department as recommended by the Human Resources Director.
ANNOY& FISCAL IMPACT:
There are no net County Costs associated with this action. This position will be fully funded through
the use of contract revenue. According to the Building Inspection Department, the total annual cost
will be $58,933.65, and the total cost for this fiscal year will be$23,573.46.

The Building Inspection Department is requesting the addition of this position to accommodate the
need for additional Plan Check staff in the City of EI Cerrito Office. As a result of this addition,
customer service in the areas of permit issuance, fee collection and monitoring and completion of
plan checking will be provided in a timely manner to effectively manage the high volume of customer
service requests.

The additionof a Building Plan Checker I position better serves the needs of customers in the City of
EI Cerrito Office. If this position were not to be added, the Building Inspection will not have the staff
available to manage customer service requests in a reasonable amount of time.

FISCAL. IMPACT:
This action results in casts savings for the Community Services Department.
BACKGROUND.
Last year, the department entered an agreement with the CAO to cancel teacher positions
when teacher incumbents are promoted to the Master Teacher — Project classification as a
costs savings measure.
The department has recently hired teacher incumbents into the Master Teacher — Project
classification, which makes this action consistent with the agreement between the CAC) and
the Community Services Department.
CONSEQUENCE OF NEGATIVE ACTION:
If these positions are not cancelled, the department's staffing needs and usage will not be
properly reflected.

from Patient Financial Services Specialist-Project into the merit system to Patient Financial Services

ACCT Patient Financial Services Specialist position.
FISCAL IMPACT:
There is no cost associated with this request.
BACKGROUND:
On June 1, 2003, the Health Services Department implemented the Centralized Financial Counseling Unit.
The unit serves as a starting point for patients seeking to schedule non-urgent medical appointments at the
hospital and eleven health centers located throughout the County.
The creation and implementation of the new Patient Financial Services Counseling Unit removed Patient
Financial Services Specialists from their locations within three hospitals and medical centers and placed them
in a centralized call center.
At the time of implementation, the number of positions needed to staff the center was uncertain and therefore,
project positions were established to provide initial staffing.
The Health Services Department completed a review of current staff workloads and job responsibilities for the
Patient Financial Services Specialist and determined there is a need to add permanent merit system positions.
The incumbents have met the criteria as set forth in the Personnel Management Regulations section 16.03
Transfer Of Project Positions. The incumbents have served in a project position for at least one year and
were originally appointed to the project position from an eligible list on an open competitive basis.
CONSEQUENCES OF NEGATIVE ACTION:
If Patient Financial Services Specialist-Project positions are not transferred to permanent merit system
positions, there may be an impact on recruitment. Recruitment to fill vacant project positions in the past has
produced minimal numbers of candidates which impacts the department's ability to maintain proper staffing
and service levels.

RECOMMENDATION : Adopt Position Adjustment Resolution # 19788 canceling three Psychiatric
Technician positions and adding three Licensed Vocational Nurse positions,
FISCAL IMPACT: The cost of this action is approximately $5801 per year and is within the
department's budget.
BACKGROUND: The Psychiatric Technician (Psych Tech) positions have been vacant for some
time due to recruitment problems. Currently, only one local college offers a Psych Tech training
program and not many people are selecting this field of work. Furthermore, those who do enter the
program are being recruited by other agencies offering higher wages and a scholarship program that
pays for the schooling. As a result, Health Services has had to look into other options. Health
Services has been successful in recruiting Licensed Vocational Nurses (LVN's) for the Psych
Department and would like to increase staffing levels in this classification. The main difference
between these two classifications is that Psych Techs specialize in psychiatric nursing whereas
LVN's perform general technical nursing. LVN's are also able to provide clinical services that
psychiatric technicians cannot.
RESULT OF NEGATIVE ACTION: Because the Psychiatric Technician positions are difficult to
recruit for they will most likely remain vacant. This means that there will not be adequate staff
coverage and patient care will be compromised.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Adopt Position Adjustment Resolution # 19789 reducing hours of Mental
Health Clinical Specialist position #10793 from 26140 to 29/40 and increasing hours of Clinical
Psychologist position #8680 from 30/40 to 36/40.
FISCAL IMPACT: There is no cost associated with this action as both positions are fully funded
through the State Department's Mental Health Forensic Services.
BACKGROUND: Both of these positions are currently located in the Conditional Release Program of
the Mental Health Division. The incumbents of both positions are requesting these hour changes.
Health Services frequently processes these types of requests internally, however, because these
positions are in different classifications, they are unable to do so this time. These hour changes will
satisfy the incumbents' wishes while providing adequate staff coverage for the Mental Health division,
RESULT OF NEGATIVE ACTION: These changes are being made at the request of both
incumbents. If not approved, the incumbents will have to keep their current work hours.
