APPROVE the allocation of $13,328.33 in CDBG and HOME funds as the County contribution for the preparation of the FY 2005/09 Contra Costa Consortium Consolidated Plan. 2. APPROVE and AUTHORIZE the Deputy Director, Redevelopment to execute a contract with Cotton/Bridges/Associates, in the amount of $39,985 to prepare the FY 2005/09 Contra Costa Consortium Consolidated Plan for the period of November 1, 2004 through June 30, 2005. FISCAL IMPACT No General Fund impact. CDBG and HOME funds are provided to the County on an annual allocation basis through the U.S. Department of Housing and Urban Development(HUD). The recommended County amount includes $6,664.16 in FY 2004/05 Community Development Block Grant administration funds and$6,664.17 in FY 2004/05 HOME Investment Partnership Act administration funds. In addition to the County funds, Consortium members will provide $26,656.68 for this purpose, resulting in a total budget of $39,985. Community Development-CDBG JOHN SWEETEN, CLERK OF cc: County Administrator THE BOARD OF SUPERVISORS County Counsel Auditor- Controller AND COUNTY ADMINISTRATOR BY - .__. , DEPUTY BACKGROUND /REASONS FOR RECOMMENDATIONS The Contra Costa Consortium was established in FY 1994 for purposes of participating in the HOME Investment Partnership Act (HOME) Program and includes all of Contra Costa County with the exception of the City of Richmond. Consortium Members include Contra Costa County as the Urban County Representative and the Cities of Antioch, Concord, Pittsburg and Walnut Creek. As the designated Consortium Representative, the County is authorized to act on behalf of the Consortium. The Consortium receives Community Development Block Grant (CDBG), HOME, Emergency Shelter Grant (ESG) and Housing Opportunities for People with AIDS (HOPWA) funds on an annual allocation basis through the U.S. Department of Housing and Urban Development (HUD). In order to receive funding through these programs, Consortium Members are required to prepare a five-year Consolidated Plan. The purpose of the plan is to assess housing and community development needs in the Consortium area and provide a comprehensive five-year strategy designed to: • increase and maintain the supply of affordable and supportive housing for low-income and special needs populations, including the homeless; • create a suitable living environment through neighborhood revitalization and improvements in public facilities and services; and • expand economic opportunities for lower income households. The Consortium currently has an approved Consolidated Plan covering FY 2000/04. In order to continue to qualify for the receipt of federal funds,the Consortium must prepare a new five-year plan beginning with FY 2005/06. The Plan must meet federal requirements and be approved by HUD prior to the beginning of the FY 2005/06 program year. On behalf of the Consortium, the County Community Development Department distributed a request for proposals to prepare the Consolidated Plan to over twenty qualified consultants. Two proposals were received and reviewed by a representative of each Consortium jurisdiction. By unanimous consent, Consortium representatives recommended the selection of Cotton/Bridges/Associates to prepare the FY 2005/09 Consolidated Plan at a cost of $39,985. Proposed funding sources for preparation of the Plan include$13,328.33 in County funds(half from CDBG and half from HOME) and $6,664.17 each in funding from the Cities of Antioch, Concord, Pittsburg, and Walnut Creek. The staff and consultant have prepared an aggressive schedule to complete the final FY 2005/09 Consolidated Plan in time to submit to HUD by May 15, 2005. The proposed timeline is as follows: Contract Initiation November 2004 Agency/Organization Outreach December 2004/Janaury 2005 Review of Draft Needs Assessment February 5, 2005 Review of Draft Strategic Plan February 15, 2005 Review of Draft Consolidated Plan March 1, 2005 Public Review of Draft March 28, 2005 Public Hearing(s) on Draft Plan Early April 2005 Review of Final Draft Plan Late April 2005 Plan Adoption Early May 2005 Submission to HUD May 15, 2005 In addition, staff and the consultant have agreed on a citizen participation outreach model that is considerable different from previous years. Instead of having two or three community meetings to obtain comments and feedback on needs and gaps in services (which in the past have been sparsely attended and ineffective), up to eight focus group meetings/consultations will be held with key service providers and community organizations. Possible topics at these focus group meetings include: affordable housing and housing assistance programs, fair housing and reducing discrimination barriers, senior and disabled services and facilities, youth and family services, homeless services and facilities, mental health services and facilities,job training, employment and adult education services, business assistance and economic development, and neighborhood revitalization and improvement.
