SUBJECT. Reallocation of FY 2004/05 CDBG Funds
to Single Adult Shelter in Concord
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. APPROVE Contra Costa, Health Services Department request to re-allocate $100,500
in FY 2004/05 Community Development Block Grant (CDBG) funds from the family
shelters in Concord and Martinez to the single adult shelter in Concord, and
2. APPROVE the Substantial Amendment to the Contra Costa County FY 2004/05
CDBG Action Plan and AUTHORIZE the Deputy Director, Redevelopment to submit
to the U.S. Department of Housing and Urban Development (HUD).
FISCAL IMPACT:
No General Fund impact. All funds are provided to the County on a formula basis
through the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On May 4, 2004, the Board of Supervisors approved the Contra Costa County Action Plan
for FY 2004/05 CDBG/HOME/ESG funds. Under the CDBG Public Service category, the
Contra Costa County Health Services Department (HSD) was allocated $100,500 in
CDBG funds to support the operation of the family shelters in Concord and Martinez.

As a result of reductions in funding from the State, Contra Costa County was forced to
make a number of very difficult funding decisions in order to balance its budget, including
cuts in its general fund support of the Concord homeless shelters. The County no longer
provides any financial support to operate the family shelters (Shelter Inc. began operating
the family shelters in Concord and Martinez on October 1, 2004), and has drastically
reduced the amount allocated to the single adult shelter in Concord.
According to HSD, the CDBG funds are critically necessary to stabilize the single adult
shelter in Concord. By combining the CDBG funds with other funds, HSD is committed to
having a total of 57 beds at the Concord single adult facility. HSD requests that the
$100,500 originally allocated to the operation of family shelters be re-allocated to the
single adult shelter in Concord. This re-allocation of CDBG funds will support 12 of the 57
beds per year. Without CDBG funding, the capacity of the single adult shelter would have
to be further reduced. This request will require a Substantial Amendment to the Contra
Costa County FY 2004/05 CDBG Action Plan and will be submitted to HUD for approval.
