SUBJECT: USE OF DOUGHERTY VALLEY ENHANCEMENT DESIGNATION for
RESTORATION OF SCHOOL RESOURCE OFFICER POSITION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. AUTHORIZE the Auditor-Controller to reduce the Designation for Dougherty Valley
Enhancement by $130,000 and transfer the revenues into the Board's County Regional
Enhancement Contribution budget unit 1111, to provide support for the cost of a School
Resource Officer at Monte Vista High School in Danville for the year 2004-05.
2. APPROVE Appropriation Adjustment No. 5045 authorizing new revenue in the amount of
$130,000 from Designation "Dougherty Valley Enhancement" and appropriating it to the Board
of Supervisor's budget 1111 "Regional Enhancement Contribution," as requested by
Supervisor Greenberg. (District III)
FISCAL IMPACT:
The Designation for Dougherty Valley Enhancement will be reduced by $130,000, leaving a balance
of approximately $559,579. The funding allocation for the school resource officer was approved by
the Board of Supervisors at their October 5, 2004 meeting. Funding is to be provided for a school
resource officer for three years. The Sheriff's Office and the County Administrator's Office was also
directed to examine revenue sources to restore financial support for the Resident Deputies and other
School Resource Officer positions that were eliminated by budget cuts.
BACKGROUND:
As a condition of the Development Agreement for the Gale Ranch I subdivision in Dougherty Valley,
the developer, Shaped, was required to pay to the County "a contribution of$1,000 per residential unit
(the "County Regional Enhancement Contribution"), payable at building permit issuance, which,
regardless of any annexation and notwithstanding any other provision of this Agreement, County, and
not any annexing city, shall receive and spend for one Or any number of the following purposes and in
those locations determined by the Board: transit improvements, other transportation improvements,
assistance with the provision of affordable housing, and economic development activities."

Per the requirements of GASB-34 (Government Accounting Standards Board regulations), a
designation was created at the start of FY 2001-02 for the balance of funds that had accumulated.
The designation had an initial balance of$981,117. Since that time, the Board has authorized
expenditure of funds for the following projects:
1. Open Space Measure: $450,000 (FY 02-03), to be reimbursed if successful
2. Shaping Our Future, County Share of Cost: $91,014 (FY 01-02)
3. Kensington Residential Development Review Combining District: $15,000 (FY 03-04)
4. Tri-Valley Business Council: $25,000 (FY 03-04)
5. Buchanan Airport RFP: $50,000 (FY 03-04, 12/9/03) to be reimbursed by responders
6. Mandatory Subscription Enforcement*: $100,000 (FY 04-05, 7/13/04)
*Use of these funds to enforce subscription to garbage service and curb the problem of illegal dumping will have a
positive economic development impact, which is consistent with the intent of the fund. Moreover, since the funds will
likely be replenished as property owners either initiate monthly payments to the refuse haulers or pay the tax lien on their
property, there will be little impact on the balance of funds. The Board approved this use at their July 13 meeting.
In order to transfer revenue from the designation into the Board's budget unit 1111 "Regional
Enhancement Contribution" for purpose of expending the resources, a reduction of the designation
and corresponding appropriation adjustment must be approved.
Funding for the school resource officer at Monte Vista High School in Danville for 2005-06 and 2006-
07 will require future reductions from the designation unless an alternative source of funding is
located.
