SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIgy S}: Approve and authorize the Health Services Director, or his designee(Donna Wigand) to execute on behalf of the County, Novation Contract #74-043-9 with Seneca Residential and Day Treatment Center, Inc., a non- profit corporation, in an amount not to exceed $600,000, to provide Therapeutic Behavioral Services (TBS) for the period from July 1, 2004 through June 30, 2005. This Contract includes a six-month automatic extension through December 31, 2005,in an amount not to exceed$300,000. FISCAL IMPACT: This Contract is 50°lo Federal Medi-Cal, 45.6% State EPSDT, and 4.4% Mental Health Realignment funded. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing'; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACI{GRouND/REAsoN(s)FoR REcommENDATIf)N(S}: This Contract meets the social needs of County's population in that it provides:Early and Periodic, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, Who are members of the certified class and who meet the criteria for needing these services. On December 9, 2003, the Board of Supervisors approved Contract #74-043-7 (as amended by Contract Amendment Agreement #74-043--5)with Seneca Residential and Day Treatment Center, Inc., for the period from July 1,2003 through June 30, 2004(which included a six-month automatic extension through December 31,2003)for the provision of Therapeutic Behavioral Services. Approval of Novation Contract #74--043-9 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2005. This Contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed$20,000. FISCAL IMPACT: This Contract is54%Federal Medi-Cal, 48%State EPSDT, and 2%Mental Health Realignment funded. Cole Recovery Homes, Inc., a corporation, in an amount not to exceed $109,500, to provide residential alcohol and drug abuse treatment services to court-referred County residents 18 years of age and older for the period from July 1, 2004 through June 30,2005. FISC.AI..LmPACT: This Contract is funded 100% by State Substance Abuse and Crime Prevention Act (SACPA) - Prop 36 funds. No County funds are required. BACKGROUND/REASON(S)Foo! ECOMIMENDATION S): The Substance Abuse and Crime prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol and lather Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On September 9, 2003, the Board of Supervisors approved Novation Contract #74-189---1 with J. Cole Recovery Homes, Inc. for the period from July 1,2003 through June 30,2004, (which included a six-month automatic extension through December 31, 2004) for operation of an alcohol and drug abuse treatment program, at its facility located in Antioch, for eligible (Proposition 36) court- referred residents. Approval of Novation Contract#74--189-2 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2005. BACKGRQUNDIREASON(S)FOR RECOMMENDATION(S): On August 3, 2004,the Board of Supervisors approved Contract#74-224--1 with La Cheim School, Inc. for the period from July 1, 2004 through December 31, 2004, (which included a six-month Automatic Extension through June 30, 2005) for the provision of school-based intensive day treatment and mental health services required Seriously Emotionally Disturbed(SED)children. Approval of Contract Amendment Agreement #74-224-2 will allow the Contractor to provide services to additional SED children through June 30, 2005.
