FINANCIAL IMPACT:
Funded by the U.S. Department of Health and Human Services Administration for
Children and Families (ACF). Funding for these contracts are included in the Contra
Costa County Community Services Department's FY 2004-05 Budget. There is no
net County cost to these contracts.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, health, and social services, along with a strong parent involvement focus,
to low-income children throughout Contra Costa County. The overall goal of the
program is to bring about a greater degree of social competence in preschool
children from low-income families.

Contractor's shall oversee and supervise the Community Services Department's
Mental Health Interns. Contractor's shall participate in the annual review and
development of Mental Health Service plans, as well as keep appropriate records
of Mental Health Interns in meeting licensing requirements in accordance with
applicable Mate law. Contractor's shall also observe Head Start and Mate
Preschool children in classrooms, make outside referrals as appropriate, provide
crisis intervention, and Supervise play therapy in accordance with applicable State
law.
Approval of these contracts will allow contractor's to provide Mental Health Intern
Clinical Supervisor services to the Community Services Department through
December 31, 2005.

This action directly supports two of the five community outcomes established in the Children's Report Card:
4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High
Quality of Life for Children and Families"by providing first time families with services to support healthy
family environments and family relationships.
BACKGR ITMs
The Welcome Home Baby Program(WHB), an early intervention and prevention program for families with
children ages 0-3 years,provides in-home visitation services for all first-time parents. Services include
accessing early prenatal care, supporting parent-child bonding and nurturing interactions, regular preventive
medical and dental care, improving health and child safety practices, family planning support and referral to
other community supportive services.
Ms. Rufini, as the Program Director, will continue the strategic planning process,provide WHB oversight,
coordinate WHB with other county departments and community-based agencies, monitor ongoing program
services, and develop funding and marketing opportunities to support the program.

"Communities that are Safe and Provide a High Quality of Life for Children and Families".
B C. ROUND-
FY 200412005, the County's Employment and Human Services Department(EHSD)renewed the contract with
PharmChem, Inc. (PharmChem) to provide random substance abuse and Sweat Patch testing for clients referred
by EHSD. PharmChem was selected from a competitive procurement, Request for Proposal (RFP)#1051, June
1999. September 2004, Kroll Laboratories Specialists, Inc. (Kroll)bought PharmChem, Inc. and began
providing random substance abuse testing and test results documentation services to EHSD. PharmChem
maintains the rights to the Sweat Patch Testing service portion.
Random substance abuse testing and Sweat Patch testing are court-required services and are ordered as part of
the service client plans. Laboratory results are submitted for inclusion in the Court Hearing(s) on Child Welfare
Family Maintenance Reunification cases. Services include ensuring the availability of specimen collection sites
located in the West, Central, and East regions of the County, screening test specimens using three different
Laboratory Test Systems,providing "on-demand" sample testing when requested by the County's EHSD social
worker, and providing monthly statistics for clients referred to substance se testing to the County's EHSD
for each district office.

services to Employment and Human Services(EHSD)Children and Family Services Bureau(CFS)with no
change in contract payment limit of $60,000 from December 31, 2004 through June 30, 2005.

Mr. Oppenheim was selected from Request for Interest(RFI#222) to access, develop and implement a Man of
action to interface among CFS, fiscal departments, and internal and external parties regarding Title XIX funding
for youth transitioning out of foster care, SB 163 Plan and Title IVE waivers for wraparound services and
revenue development of flexible funds and performance based contracts. This work is expected to result in
additional federal, State and foundation funding in support of Child Welfare Programs. performance and return
on investment will assessed at six-month intervals.
Mr. Oppenheim will continue to assist the CFS Director with funding strategies and outcomes, redesign, and
streamlining process(es)to meet State expectations.

BACKGROUND-
Ms. Zhanar Verzi was selected after a competitive hid process (Request for Interest# 172)to work as
Information Systems Programmer Analyst for the Information Technology(IT)Division of Employment and
Human Services (EHSD)beginning January 2003. The IT Division supports the technical needs of the entire
department, including application development services. Ms. Verzi has been primarily working on migrating
existing web applications to a new Server and Database and supporting the Application Development Group
with various other special projects. Ms.Verzi continues to provide valuable services to the IT Division and this
Board Order will renew her contract for another six (6)months to allow the completion of several pending IT
projects.
