ACCEPT the brief report from the Health Services Department on the status of the homeless shelters in Contra Costa County. 2. THANK the City of San Pablo for their contribution of$33,000 which will enhance capacity of the Concord Shelter to serve homeless individuals from throughout Contra Costa. 3. RECOGNIZE Shelter, Inc.,the Shelter Task Force, First Five,and the Contra Costa community for raising funding to continue the operation of the homeless family shelters in Concord and Martinez. FISCAL: None. BACKGROUND: On September 14, 2004, the Board of Supervisors asked the Health Services Department to transition the operation of the family shelters in Concord and Martinez to Shelter Inc.,contingent on their ability to work with the faith community and others to raise adequate funding for the safe continued operation of the shelters. The Board further directed Contra Costa Health Services to continue operating the Concord single adult shelter, and ask the County Administrator to identify the$150,000 required to maintain shelter operations at a minimal level of 30 beds. The Board of Supervisors asked Shelter Inc. to take over operations of the family shelters at Concord and Martinez, contingent on their ability to raise adequate funding. Contra Costa Health Services was directed to continue operations at a reduced level at the Concord single adult shelter. The County Administrator was asked to identify the $150,000 that would be needed to continue operations at a minimal level of 30 beds. Shelter Inc., working with the Shelter Task Force, the Contra Costa community, and a matching grant from First Five, has raised sufficient funding to continue operations for both family shelters at least through the end of the fiscal year. Shelter Inc. has assumed operation of the family shelters effective October 1, and a lease arrangement with Shelter Inc. for use of the family shelter facilities in Concord and Martinez will be presented to the Board shortly. There is no County expense associated with the family shelters effective October 1, 2004. The overall direction of the Contra Costa Homeless Program is to transition family shelters and programs to community-based agencies, which would allow Contra Costa Health Services to focus on single homeless individuals with their frequently complex medical, mental health, and other problems. With the commitment of $150,000, Contra Costa Health Services would be able to continue operating the Concord shelter at a minimum 30-bed capacity. Supervisor DeSaulnier's office committed an additional $20,000 for the shelters, and the City of San Pablo has generously contributed $33,000 to the county's homeless efforts. This additional funding, including the contribution from San Pablo, is being used to expand the capacity of the Concord single adult shelter, which serves homeless individuals from throughout Contra Costa County. The Brookside shelter in West County was not reduced in the budget cuts and continues to serve 100 homeless individuals. With the additional funding, we are currently operating the Concord shelter at 57 beds. The total capacity of the Concord shelter is 75 beds, and we will be working with other cities, particularly in central and east county, to identify funding to bring this shelter up to full capacity. We would like to thank Shelter Inc., the Shelter Task Force, First Five, and the entire Contra Costa community for ensuring that our two shelters which serve homeless families can continue to carry out that vital role.
