BACKOROUNDIREASONtSj FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides crisis intervention and suicide prevention services, including a 24-hour hotline, grief counseling and community mental health education for residents of Contra Costa County. On December 9, 2003, the ;board of Supervisors approved Novation Contract #24-700-49 with Contra Costa Crisis Center for the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic extension through December 31,2004) for the provision of crisis intervention, suicide prevention, and:mental health rehabilitative services. Approval of Novation Contract #24-704-50 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2005. October 20, 2004 County SUBJECT: Approval of Novation Contract#24m-859-13 with Edgewood Center for Children and Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-859-13 with Edgewood Center for Children and Families, a non-profit corporation, in an amount not to exceed$271,000, to provide day treatment services for Severely Emotionally Disturbed (SED) children, for the period from July 1, 2004 through June 30, 2005. This Contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed$135,500. FISCAI,IMPACT: This Contract is funded 50% by Federal FFP Funds, 40°lo by State EPSDT Funds, and 10% by Mental Health Realignment Funds. CHILDREN'S IMPACT STATEMENT: This SED Program supports the following community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safeand Provide a High Quality of Life for Children and Families". Expected program outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides subacute treatment services for SED children to reduce the need for hospitalization. On July 8, 2003, the Board of Supervisors approved Contract#24-859---11 (as amended by Contract Amendment Agreement #24-859-12) with Edgewood Center for Children and Families, for the period from July 1,2003 through June 30, 2004, (which included a six-month automatic extension through December 31, 2004) for the provision of day treatment services for severely emotionally disturbed children. FISCAL IMPACT: This Contract is funded 93.3 %by Federal Perinatal Set-Aside and Substance Abuse Prevention and Treatment(SAPT)Funds, and 6.7%by County funds. CMLDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGROUND/REASON(S)EoR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides family-centered alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal substance abuse and improve birth outcomes. On,December 2, 2003, the Board of Supervisors approved Novation Contract#24-872-16 with Bi- Bett Corporation for the period from July 1, 2003 through June 30, 2004, (which included a six- month automatic extension through December 31, 2004) for the provision of perinatal and residential treatment services. Approval of Novation Contract #24-872-17 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2005.
