RECOMMENDATION Sl:
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Novation Contract #74-044-9 with Lincoln Child Center, a non-profit
corporation, in an amount not to exceed $100,000, to provide Therapeutic Behavioral Services for
the period from July 1, 2004 through June 30, 2005. This Contract includes a six-month automatic
extension through December 31,2005,in an amount not to exceed$50,000.
FISCAL.,IMPACT:
This Contract is funded 50 % by Federal FFP Medi-Cal funds, 47% by State EPSDT funds, and
3%by County Mental Health Realignment funds.
CHILDREN'S IMPACT STATEMENT:
This TBS Program supports the following Board of Supervisors community outcomes: "Children
ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and "Communities
that are safe and provide a high duality of life for children and families". Expected outcomes
include all goals identified.by Children's Statewide System of Care guidelines including an increase
in school attendance as measured by school records, increase in positive social and emotional
development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS),
increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of
acute care system, and placement at discharge to a lower level of care.
BACKGRQUND/REASON(S)FOR REC0MMENDAT1QN S):
This Contract meets the social needs of County's population in that it provides Therapeutic
Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and
Periodic, Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health
services.
On 'October 14, 2003, the Board of Supervisors approved Novation Contract #74-044--8 with
Lincoln Child Center for the period from July 1, 2003 through June 30,2004,(which included a six-
month automatic extension through.December 31, 2004) for the provision of Therapeutic Behavioral
Services.
Approval of Novation Contract#74-044-9 replaces the automatic extension under the prior Contract
and allows the Contractor to continue providing services through June 30,2005.

RECOMMENDATION(S):

County,Novation Contract#74-051 -9 with Family Stress Center, a non-profit corporation, in an amount not to exceed
$300,000, to provide Therapeutic Behavioral Services for children age 0-21 who participate in the Early and Periodic,
Diagnosis and Treatment (EPSDT) Supplemental Specialty Mental Health Services, for the period from July 1, 2004
through June 30, 2005. This Contract includes a six-month automatic extension through December 31, 2005, in an
amount not to exceed$150,000.
FISCAL IMPACT:

The State Department of Mental Health has been working in collaboration with the County's Mental Health Division
to establish a mandated program to provide Therapeutic Behavioral Services (TBS)to children ages 0-21 years of age,
who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health
services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the
Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for
needing these services.
On October 14,2003,the Beard of Supervisors approved Novation Contract#74-051-8 with Family Stress Center, for
the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic extension through
December 31, 20 34) for the provision of Therapeutic Behavioral Services.
Approval of Novation Contract #74-051-9 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30,2005.

This Contract is funded 40%by Federal FFP Funds,40%by State EPSDT Funds and 20%by Federal SAMHSA
Funds.
BACKGROUi DIREASON(S)FOR RECOMMENDATION($):
This Contract meets the social needs of County`s population in that it provides Intensive Crisis Stabilization
Services to Seriously Emotionally Disturbed (SED) children and adolescents (and their families) in high-risk
situations,to reduce the need for psychiatric hospitalization.
On December 16,2003,the Board of Supervisors approved Novation Contract#74-458-5 with Seneca Residential
&Day Treatment Center, Inc., for the period from July 1, 2003 through June 30, 2004, (which included a six-
month automatic extension through December 31,2004)to provide intensive crises stabilization services to youth
through the Mobile Crisis Response Teams.
Approval of Novation Contract#74-458-6 replaces the automatic extension under the prier Contract and allows
the Contractor to continue providing services through June 30, 2405.

118-3 with Debra J. DenHerder, M. D. , to provide Psychiatric
services for the East County Child and Adolescent Mental Health
Outpatient Clinic services for the period from March 1, 2004
through February 28, 2005.
Approval of Contract Amendment Agreement #74-118-4 will allow the
Contractor to provide additional hours of Psychiatric services
through February 28, 2005.

support, case management, outreach, and crisis intervention services to elementary aged students
in East County in order to reduce the need for out-of-home placements.
On September 9, 2003, the Board of Supervisors approved Novation Contract #74-210 with Bay
Area Community Resources, for the period from September 1, 2003 through June 30, 2004, (which
included a six-month automatic extension through December 31, 2004) for the provision of School-
Based. Mental Health Services for Severely Emotionally Disturbed (SED) Students and their
Families.
Approval of Novation Contract#74--210-1 replaces the automatic extension under the prior Contract
and allows the Contractor to continue providing services through June 30,2005.
