SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with Image X Enterprises, Inc., in an amount not to exceed $69,500 plus transactions surcharges for design, development, and hosting of electronic commerce applications for up to five County data systems for the period November 1, 2004 through October 31, 2005. FISCAL IMPACT: Costs for application development are $9,000 per data system. Annual maintenance costs Countywide are $24,500. Programming costs for interfaces with existing County accounts receivable and legacy database systems are additional and are charged at an hourly rate of $139. All contract and transaction costs will be borne by participating departments and are generally recoverable through convenience charges to Internet customers. This visioning process, which was completed in December 2000, provided much of the context for the current look and feel of the County's Internet web site. The Internet provides an unmatched opportunity for County departments to advertise services, provide critical information, and transact County business beyond the customary working hours of the County. There is a high level of interest amongst County departments about the County web site and no shortage of ideas for long-term County electronic commerce (e-commerce) applications. However, budget constraints and security concerns have inhibited the County's progress in launching new e-commerce applications. The need for efficiency and security required a coordinated approach to conducting electronic commerce. The Department of Information Technology (DoIT) and the Auditor-Controller's Office have collaborated on a set of service provider security and financial guidelines to address these valid concerns. In March 2001, the County issued a Request for Proposals to develop various electronic commerce applications. Of the six proposals received, the County selected ImageX Enterprises, Inc., to be available to consult with departments on the development of electronic commerce applications. In 2002, ImageX assisted the Department of Child Support Services in implementing an Internet application to collect child support payments online. This application has been quite successful. Potential additional online business transactions might include the issuance of building permits; issuance of animal licenses; collection of traffic fines; sale of maps, vital records and other documents; appointment scheduling; filling of pharmaceutical prescriptions; claims processing; employment applications and other forms; and vendor bidding. As the County's current contract is set to expire, the County Administrator recommends that a new one-year contract be established with ImageX to allow for the continuation of the child support payments application and the continued development of new applications. Based upon the new guidelines established by DoIT and the Auditor-Controller's Office, it is the intent of the County Administrator to issue a Request for Proposals next summer for continuing consultation on e-commerce projects. The Employment and Human Services Department (EHSD) seeks to enhance its Medi-Cal case management system by implementing a consolidated Medi-Cal Call Center system. The current process in place involves manual retrieval and updating of Medi-Cal case file information and multiple offices handling Medi-Cal cases. An individual caseworker is in charge of individual files from start to finish.
