The Employment and Human Services Department(EHSD), on behalf of the Workforce Development Board of
Contra Costa(WDB), is currently developing a two-year grant proposal for submission to the Walter S. Johnson
Foundation to create and implement a Career Pathways program for Afterschool Workers in Contra Costa
County. This is a pilot project that aims to recruit and refer out-of-school and foster youth to the"Bridges
Program"at both the Contra Costa and Los Medanos College campuses. The Bridges Program is designed to
increase the math and language skills of these youth to help them gain employment in after school programs
throughout the county and/or guide them to pursue higher education in targeted career pathways/growth
industries such as healthcare,biotechnology and manufacturing. WDB will partner with other community
agencies including the California School Age Consortium,Los Medanos College, Contra Costa College, Contra
Costa County Independent Living Skills Program, Richmond Works and the local school districts. This action
allows the County to apply for and receive the grant funding.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit Standard Service Agreement 48-516 with First 5 Contra Costa
Children and Families Commission in the amount of $180,000 for Home Visiting
Program Services for the period from July 1, 2004 through June 30, 2005.
FINANCIAL IMPACT:
This contract is funded through the Proposition 10 allocation administered by the
Children and Families Commission. Funding for this contract is included in the
Community Services Department's FY 2004-05 Budget. There is no net County
cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.

REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Home Visiting Program goal is, in partnership with parents, caregivers,
communities, public and private organizations, advocates and county government,
to foster the optimal development of children, zero to five years of age. The
program .supports a comprehensive, integrated set of sustainable programs,
services and activities designed to improve the health and well-being of children,
advance their potential to succeed in school, and strengthen the ability of their
families and caregivers to provide for their physical, mental and emotional growth.
Approval of this contract will allow the Community Services Department to provide
Home Visiting Program Services to program eligible families and children in
Contra Costa County.

SUBJECT: AES AUTOMATED APPRAISAL SYSTEM
SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and authorize the Assessor, or designee,to execute a Contract with Assessment Evaluation
Services (AES) in the amount of $375,000.00 for Phase III of the computer automated appraisal
system implementation.
FISCAL IMPACT:
AB589 Property Tax Administration Program funds will be used to offset the cost of this contract.
REASONS FOR RECOMMENDATIONIBACKGROUND:
The Assessor's Office recently completed Phase It of the AES automated appraisal system project.
Through the use of this system, appraisers have on-line access to comparable sales data, property
characteristics and GIS parcel data which is used to analyze and determine residential property
appraisals for direct enrollment on the Assessment boll. The AES system currently contains five basic
modules including residential property appraisal, appeal processing, public service tracking, GIS and
mass appraisal.
Phase III of the project includes expanding this functionality to accommodate multiple property types
beyond residential properties. With the completion of Phase III, appraisers will have one single
integrated tool to perform their valuation and inquiry tasks which will ultimately streamline work
processes and improve efficiencies within the Assessor's Office.

FISCAL IMPACT
No General Fund impact. HOME funds are provided to the County on a formula allocation basis through the
U.S. Department of Housing and Urban Development.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Affordable Housing Finance Committee(AHFC)met on October 20,2004 to develop a funding
recommendation for the Board of Supervisors. The meeting was one member short of a quorum. However,the
members present were unanimous in their support of this recommendation.

The current HOME/HDAF balance is$308,257. Approval of this request will leave a balance of$108,257.
The recommendation is for a conditional allocation of$200,000 in HOME funds. These funds will be held in
reserve through:December 31, 2404. Some or all of these funds would be added to the $1.1 million in HOME
funds previously allocated only if Eden can provide adequate documentation of need. If HUD provides the
requested rent standard and construction bids come in close to the estimates, additional HOME funds will not
be needed.
The purpose of this project is to increase the supply of multifamily rental housing affordable to and occupied by
low income seniors in West County. Eden has purchased the site, and is prepared to begin construction by
November 15,2444. All units will be affordable to households earning less than 60 percent of the area median
income (AMI) with a mix of units affordable/occupied by households at 34 and 50 percent AMT. Twenty-five
units will be HOME-assisted units including eight units at 30 percent AMI, nine units at 45 percent AMI, and
the remaining eitght units at 50 percent AMI. In addition, the project has received project-based Section 8
vouchers for all units. Therefore, residents will only pay 30 percent of their income for rent. All apartments will
remain affordable for 55 years.
The total development cost for the project is$12,378,331, or$238,045 per unit.

security agreement, intercreditor agreement, subordination agreement, and estoppel certificate.

RECOMMENDATIONS
AUTHORIZE the Community Development Director, or his designee, to execute a contract
with Bryn Samuel in the amount of $50,000.00 for solid waste planning services from
November 16, 2004 through November 15, 2005.
FISCAL IMPACT
No impact to the County General Fund. The cast of the contract is being partially
funded by solid waste collection franchise fees and partially funded by solid waste
facility operators.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department is requesting authority to contract with Bryn
Samuel for planning assistance with solid waste facilities and franchises as well as waste
diversion and recycling programs. Community Development Department uses contract
planning services to augment/decrease staff needs in relation to rises/declines in economy
that affect work flow.
