SHIU, PUBLIC WORDS DIRECTOR DATE: November 2, 2004 SUBJECT: Fix a Public Hearing date for the Overnight Closure of Carquinez Scenic Drive, f Martinez area. =ect No. 0676-6P4009 SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): FIX a Public Hearing for November 30,2004 at 9:30 a.m. in Room 107 of the Board of Supervisors' Chambers, 651 Pine Street, Martinez, California to adopt a resolution for the overnight closure of Carquinez Scenic Drive between the Martinez city limit line to the existing road closure near the Ozol Fuel Facility, Martinez area. DIRECT the Public Works Director to mail,by first class mail,a written notice of the Public Hearing to the owner of each parcel adjacent to the roadway to be closed. FISCAL IMPACT: There will be no impact to the County General Fund. DATE: November 2, 2004 PAGE: 2 BACKGROUND/REASON(S)-FOR RECOMMENDATION(S): Due to landslides in the early 1980s the Board of Supervisors closed Carquinez Scenic Drive from the Ozol Fuel Facility(owned by the United States of America) to the Contra Costa Brick Works Plant. The Carquinez Strait Regional Shoreline Park abuts both sides of the Carquinez Scenic Drive from the Martinez Cemetery to the Qzol Fuel Facility. Nighttime activities along the road generate refuse,trash, and human waste. The East Bay Regional Park District has requested permission to install a gate at the Martinez City Limit and permission to close the gate at sunset and open it in the morning. The County Public Works Department supports the Parr District's request and recommends that the Board of Supervisors support the Park District's request. CONSEQUENCES OF NEGATIVE ACTION: The East Bay Regional Park District would not be able to close the road at night and the nighttime activities that are occurring along the road would continue.
